El conflicto fronterizo de la república democrática del Congo como factor determinante en la formulación de política exterior de este país

Resumen
A partir de 1996, se reprodujo uno de los conflictos más importantes que ha enfrentado la Republica Democrática del Congo. A causa del genocidio ruandés, hubo una llegada masiva de refugiados que desestabilizó la situación social y política de la región oriental de la RDC. Esta fase del conflicto tuvo un carácter interno pues enfrentó al Gobierno de Mobutu en contra de la Alianza de las Fuerzas Democráticas para la liberación del Congo (AFDLC), una alianza Liderada por Laurent Kabila que reunía a los grupos opositores.
El establecimiento de ruandeses armados en la región condujo a que Uganda y Ruanda apoyaran a la AFDLC para evitar que estos adquirieran poderío en la región. En medio de una campaña militar triunfante, L. Kabila logró tomarse el poder. En 1998 se inició una nueva fase internacionalizada del conflicto en la que se fragmentó la AFDLC y nuevamente la frontera oriental del Congo volvió a ser el epicentro del conflicto. Ruanda y Uganda dejaron de apoyar el régimen de L. Kabila e ingresaron tropas en la región oriental.
En esta fase internacionalizada del conflicto, Ruanda y Uganda tuvieron un rol fundamental debido a la cercanía geográfica, histórica y cultural que comparten con la RDC, pero también debido a la lucha por intereses políticos, económicos y militares, en la cual se implementó la violencia como medio privilegiado, afectando gravemente las relaciones entre estos países y fomentando la violación masiva de DDHH en la región.
Tras el asesinato de L. Kabila, su hijo Joseph Kabila tomó el poder en 2001 y se propuso entablar un acercamiento en las relaciones con socios estratégicos con el fin de crear las condiciones para la construcción de paz y paralelamente, generar presión internacional sobre Ruanda y Uganda para que estos retiraran sus tropas del territorio. Durante este tiempo, la política exterior se caracterizó por su flexibilidad como herramienta en pro de la erradicación del conflicto fronterizo, pues este comprometía la supervivencia del régimen y las estructuras estatales de la RDC.
En los años posteriores, la PE de la RDC caracterizada por la flexibilidad e impotencia, junto el direccionamiento de la Comunidad Internacional (CI) en la instauración del GNT, permitió que se siguieran pactando acuerdos de paz entre el Gobierno y los grupos armados. No obstante, el pacto de estos no implicó la erradicación de los grupos, sino que condujo a la fragmentación de los mismos y de igual modo, Ruanda y Uganda siguieron influyendo en la reproducción del conflicto por medio del apoyo financiero y logístico a grupos armados.
Desde el inicio de su segundo periodo de mandato (2006), J. Kabila sostuvo la importancia de formular una nueva visión de la PE, orientada a una diplomacia “abierta hacia el mundo”. Esto implicó defender principios como: la resolución pacífica de las controversias, la cooperación mutuamente beneficiosa y el respeto por la independencia política de los Estados y la soberanía nacional.
La injerencia de Ruanda y Uganda en el conflicto, obstaculizó la erradicación de la violencia en la región oriental de la RDC y como consecuencia, influyó en la formulación de PE de la RDC. No obstante, desde inicios del liderazgo de J. Kabila se promovió el dialogo y se logró la firma de diversos acuerdos orientados a la mejora de la seguridad en la región oriental. Sin embargo, la fallida implementación de los acuerdos no implicó un rompimiento estricto en las relaciones con estos países, sino que estas oscilaron durante el periodo comprendido entre 2001 al 2011. Por este motivo, el presente proyecto busca responder a la pregunta de cómo la injerencia de Ruanda y Uganda en el conflicto fronterizo de la región oriental de la RDC influyó en la PE de este país, durante el periodo comprendido entre 2001 al 2011.
Abstract
As of 1996, one of the most important conflicts that the Democratic Republic of the Congo has faced was reproduced. Because of the Rwandan genocide, there was a massive arrival of refugees that destabilized the social and political situation in the eastern region of the DRC. This phase of the conflict had an internal character since it confronted the Mobutu government against the Alliance of Democratic Forces for the Liberation of the Congo (AFDLC), an alliance led by Laurent Kabila that brought together the opposition groups.
The establishment of armed Rwandans in the region led to Uganda and Rwanda supporting the AFDLC to prevent them from gaining power in the region. In the midst of a triumphant military campaign, L. Kabila managed to seize power. In 1998, a new internationalized phase of the conflict began in which the AFDLC fragmented and again the eastern border of the Congo was once again the epicenter of the conflict. Rwanda and Uganda stopped supporting the regime of L. Kabila and troops entered the eastern region.
In this internationalized phase of the conflict, Rwanda and Uganda played a fundamental role due to the geographical, historical and cultural closeness they share with the DRC, but also due to the struggle for political, economic and military interests, in which violence was implemented as a privileged means, seriously affecting the relations between these countries and fomenting the massive violation of human rights in the region.
After the assassination of L. Kabila, his son Joseph Kabila took power in 2001 and proposed to establish an approach in relations with strategic partners in order to create the conditions for the construction of peace and, at the same time, generate international pressure on Rwanda and Uganda for these to withdraw their troops from the territory. During this time, foreign policy was characterized by its flexibility as a tool for the eradication of the border conflict, as it compromised the survival of the regime and the state structures of the DRC.
In the following years, the EP of the DRC, characterized by flexibility and impotence, together with the direction of the International Community (IC) in the establishment of the GNT, allowed for the continuation of peace agreements between the Government and the armed groups. However, the pact of these did not imply the eradication of the groups, but led to the fragmentation of the same and similarly, Rwanda and Uganda continued to influence the reproduction of the conflict through financial and logistical support to armed groups.
From the beginning of his second mandate period (2006), J. Kabila maintained the importance of formulating a new vision of the EP, oriented towards a diplomacy "open to the world". This involved defending principles such as: the peaceful resolution of disputes, mutually beneficial cooperation and respect for the political independence of States and national sovereignty.
The interference of Rwanda and Uganda in the conflict hindered the eradication of violence in the eastern region of the DRC and, as a consequence, influenced the formulation of SP of the DRC. However, since the beginning of J. Kabila's leadership, dialogue was promoted and several agreements aimed at improving security in the eastern region were signed. However, the failed implementation of the agreements did not imply a strict break in the relations with these countries, but they oscillated during the period from 2001 to 2011. For this reason, the present project seeks to answer the question of how the interference of Rwanda and Uganda in the border conflict in the eastern region of the DRC influenced the EP of this country, during the period from 2001 to 2011.
