Resumen
Entre los intereses que motivan al ser humano, se encuentra la seguridad como un bien primordial que ha sido promotor de su principal forma de organización: el Estado . Sin embargo, mas allá de que éste haya surgido a razón del primero, la seguridad se ha convertido en la razón misma de su permanencia a través del tiempo. Ese Estado que se conformó a raíz de la inseguridad, se ha modernizado y de igual forma las amenazas a las que ha tenido que enfrentarse.
La guerra o el conflicto ya sea interno o internacional, parece ser el elemento que permanece en la historia y por esto, el Estado ha tenido que adaptarse y ejecutar políticas o reformas institucionales para hacerles frente y proteger a sus ciudadanos y territorio. En otras palabras, ha tenido que modificar su Sector Seguridad, es decir a todos los actores y mecanismos que defienden el Estado y sus ciudadanos en nombre y con autorización del Estado, de acuerdo a las amenazas que enfrenta.
Frente a un contexto de conflicto armado interno, los Estados perciben como mayor amenaza a la insurgencia y la violencia que esta ejerce contra su población, de tal manera que el Sector Seguridad tiende a concentrarse únicamente en dicha amenaza y en la manera de contenerla hasta que , en el mejor de los casos, se logre pactar un acuerdo entre las partes y entonces, de nuevo modificar toda su defensa hacia un nuevo escenario.
Según las experiencias de posconflicto, el aumento de la violencia es bastante común después de la guerra, ya sea porque existen disidencias de la insurgencia que rechazan los acuerdos de paz y se alzan en armas, debido al aumento del crimen cotidiano, o a la creación de nuevas formas de violencia organizada.
El Salvador es un ejemplo de lo anterior. Es un Estado que vivió un conflicto armado entre 1980 y 1992 el cual se luchó entre el Frente Farabundo Martí para la Liberación Nacional (FMLN) y el ejército salvadoreño, la Fuerza Armada de El Salvador (FAES). Los motivos del conflicto fueron la exclusión popular y la represión del gobierno contra cualquier tipo de expresión que fuera en contra de sus ideales, éstos, fueron de cierta manera solventados con la firma del Acuerdo de Paz de Chapultepec que le dio fin al conflicto armado mas no a la violencia en sí. El fin del conflicto armado en este país - o en algún otro que haya alcanzado culminar un conflicto de este carácter- no representó el fin de la violencia ni el comienzo de la tranquilidad, porque la paz es un bien que se construye y va mas allá que la simple ausencia de guerra.
Para la construcción de una paz estable y duradera, el Estado debe adaptar su Sector Seguridad, es decir, sus estrategias de defensa, tanto nacionales como internacionales para enfrentar las amenazas a la seguridad estatal que deje la guerra , que se puedan expandir con el fin de ésta, que puedan surgir después de ésta o que puedan tener influencia en una posible reincidencia hacia ésta.
En El Salvador, como caso particular de análisis del presente trabajo, el Acuerdo de Chapultepec estableció ciertas reformas al Sector Seguridad, específicamente referentes a las Fuerzas Armadas y Policiales y aún después de esto, se registró un aumento del nivel de violencia que se extiende hasta la actualidad, en donde la criminalidad a cargo de las pandillas y demás organizaciones criminales se ha encargado de sumar muertes y elevar su número con el tiempo.
En relación a lo anterior, el presente trabajo busca estudiar la experiencia de posconflicto de El Salvador, a la luz de las reformas a la seguridad dirigidas hacia las Fuerzas Armadas y Policiales que estableció el Acuerdo de Chapultepec, con la finalidad de analizar la pertinencia que éstas tuvieron a la hora de enfrentar el nuevo contexto y el surgimiento de nuevas amenazas a la seguridad. Lo anterior, con la finalidad de poder extraer lecciones frente al actual caso colombiano de posconflicto, de antemano comprendiendo la diferencia de características entre ambos casos, que la violencia continúa y que las amenazas a la paz sobran.
Abstract
Among the interests that motivate the human being, is security as a primary asset that has been the promoter of its main form of organization: the State. However, beyond this having arisen at the rate of the former, security has become the very reason for its permanence over time. That State that was formed as a result of insecurity, has modernized and similarly the threats it has had to face.
War or conflict, whether internal or international, seems to be the element that remains in history and because of this, the State has had to adapt and implement policies or institutional reforms to address and protect its citizens and territory. In other words, it has had to modify its Security Sector, that is, all the actors and mechanisms that defend the State and its citizens on behalf and with the authorization of the State, according to the threats it faces.
Faced with a context of internal armed conflict, the States perceive as a greater threat to the insurgency and violence that it exerts against its population, in such a way that the Security Sector tends to concentrate solely on said threat and on the way to contain it until In the best case, an agreement between the parties is reached and then, once again, modify all their defense towards a new scenario.
According to post-conflict experiences, the increase in violence is quite common after the war, either because there are insurgency dissidents that reject peace agreements and rise in arms, due to the increase in daily crime, or the creation of New forms of organized violence.
El Salvador is an example of the above. It is a State that experienced an armed conflict between 1980 and 1992 which was fought between the Farabundo Marti National Liberation Front (FMLN) and the Salvadoran army, the Armed Forces of El Salvador (FAES). The reasons for the conflict were the popular exclusion and the repression of the government against any kind of expression that went against its ideals, these were somehow solved with the signing of the Chapultepec Peace Agreement that ended the armed conflict more No to the violence itself. The end of the armed conflict in this country - or in some other that has culminated a conflict of this nature - did not represent the end of violence or the beginning of tranquility, because peace is a good that is built and goes beyond than the simple absence of war.
For the construction of a stable and lasting peace, the State must adapt its Security Sector, that is, its national and international defense strategies to face the threats to state security left by the war, which can be expanded in order from it, which may arise after it or that may have influence on a possible recidivism towards it.
In El Salvador, as a particular case of analysis of this work, the Chapultepec Agreement established certain reforms to the Security Sector, specifically referring to the Armed Forces and Police and even after this, there was an increase in the level of violence that extends to At present, where criminality in charge of gangs and other criminal organizations has been responsible for adding deaths and increasing their numbers over time.
In relation to the above, the present work seeks to study the post-conflict experience of El Salvador, in the light of the security reforms directed towards the Armed and Police Forces established by the Chapultepec Agreement, in order to analyze the relevance that they had when facing the new context and the emergence of new security threats. The foregoing, in order to be able to extract lessons from the current Colombian post-conflict case, beforehand understanding the difference in characteristics between the two cases, and that the violence continues and that the threats to peace remain.
