Trade and sustainable development in Colombia : obstacles, challenges and possibilities of Title IX of the Free Trade Agreement between Colombia and the European UnionResumen
El Tratado de Libre Comercio (TLC) entre Colombia y la Unión Europea (UE) entró en vigencia en el año 2013. En el Acuerdo, el Título IX aborda el tema de Comercio y Desarrollo Sostenible, en el cual se promueven distintas prácticas enfocadas en que el comercio sea un motor para el desarrollo sostenible. Sin embargo, a pesar de que existen intenciones específicas en el Título IX del TLC, y teniendo en cuenta que se ha negociado en temas de comercio y medio ambiente, se observa que siguen existiendo falencias en la implementación del Título IX, por lo que esto expone un dilema que es interesante resolver para saber qué pueden hacer los tomadores de decisión para convertir estas falencias presentadas en oportunidades para mejorar en el desarrollo sostenible en Colombia. Existe un amplio potencial para avanzar en temas de desarrollo sostenible, por lo que este trabajo de investigación se enfoca en presentar lo que se puede hacer para ir hacia esta dirección y aprovechar la ventana de oportunidad que se abre con el TLC y la cooperación con la UE. Esta tesis indaga qué está haciendo Colombia en cuanto al desarrollo sostenible, además de analizar el papel de la Unión Europea en la cooperación en temas ambientales, para luego plantear las posibilidades que tiene Colombia con el objetivo de aprovechar las ventajas que se crean con este Acuerdo comercial.
Se estudia el patrón de comercio entre la UE y Colombia antes del Tratado y se tiene en cuenta el comercio luego de la implementación del Acuerdo, que son 5 años desde el 2013 al 2018. El objetivo general de esta tesis es formular recomendaciones para que el Título IX del TLC entre Colombia y la Unión Europea funcione a partir de las políticas de desarrollo sostenible que hay en Colombia y de los mecanismos de cooperación que tiene la UE para el desarrollo sostenible.
La muestra de este trabajo de investigación son los tomadores de decisión de dos actores fundamentales: Colombia y la Unión Europea. La metodología que se utiliza es el análisis cuantitativo y la revisión bibliográfica primaria y secundaria. Con esta investigación se establecen las recomendaciones pertinentes a los tomadores de decisión para mejorar en la implementación del Título IX del TLC.
Abstract
The Free Trade Agreement (FTA) between Colombia and the European Union (EU) came into force in 2013. In the Agreement, Title IX addresses the issue of Trade and Sustainable Development, which promotes different practices focused on making trade an engine for sustainable development. However, despite the fact that there are specific intentions in Title IX of the FTA, and taking into account that it has been negotiated on trade and environment issues, it is observed that there are still shortcomings in the implementation of Title IX, so this exposes a dilemma that is interesting to solve in order to know what decision-makers can do to turn these presented shortcomings into opportunities to improve sustainable development in Colombia. There is ample potential to advance sustainable development issues, so this research focuses on presenting what can be done to move in this direction and take advantage of the window of opportunity that is opening with the FTA and cooperation with the EU. This thesis investigates what Colombia is doing in terms of sustainable development, in addition to analyzing the role of the European Union in cooperation on environmental issues, and then presents the possibilities that Colombia has in order to take advantage of the benefits created by this trade agreement.
It studies the pattern of trade between the EU and Colombia before the Treaty and takes into account the trade after the implementation of the Agreement, which is 5 years from 2013 to 2018. The general objective of this thesis is to formulate recommendations so that Title IX of the FTA between Colombia and the European Union works on the basis of the sustainable development policies that exist in Colombia and the cooperation mechanisms that the EU has for sustainable development.
The sample of this research work are the decision-makers of two fundamental actors: Colombia and the European Union. The methodology used is the quantitative analysis and primary and secondary literature review. With this research, pertinent recommendations are established for decision-makers to improve the implementation of Title IX of the FTA.
