Towards an analytical formulation of the world society: from Rostow to LuhmannSommario
Desde mediados del siglo xx se hizo cada vez más evidente que los instrumentos analíticos tradicionales de la teorías económica, política ysociológica eran insuficientes para explicar las nuevas pautas de interacción y los fenómenos multinacionales, transnacionales y supranacionales que desbordaban las fronteras del Estadonación. Las nuevas realidades constituían un plano superior de un mundo interrelacionado, una estructura de interrelaciones supraestatales, cuya dinámica y efectos demandaban la formulación de una teoría unificada. Tres grandes enfoques –la polémica del choque de civilizaciones, la discusión sobre la globalización y los teóricos de la sociedad del riesgo– plantearon la posibilidad de semejante teoría. Sobre ese trasfondo, el presente trabajo aborda tres intentos de formulación: 1) desde la perspectiva económica (teorías del desarrollo, la dependencia y el sistema mundo); 2) desde la perspectiva política(la world polity de los neoinstitucionalistas) y 3) desde la perspectiva sociológica (la sociedad mundial de Niklas Luhmann). Se concluye que,frente al enfoque economicista y al enfoque político, Niklas Luhmann ofrece una solución teórica menos unilateral y más completa, al trasladar analíticamente hasta un nivel global una noción de sociedad cuyas fronteras han sido desbordadas hace mucho tiempo.
Astratto
Since the mid-twentieth century it became increasingly evident that traditional analytical tools of the economic, political and sociological theoris were insufficient to explain the new patterns of interaction and the multinational, transnational and supranational phenomena that overflowed the borders of the nation state. New realities constituted a higher plane of an interconnected world a structure of suprastatal interactions, which dynamics and effects demanded the formulation of a unified theory. Three broad approaches: the controversy about the clash of civilizations, the discussion on globalization and the theorists of risk society suggestedthe possibility of such theory. This paper addresses three attempts of formulation: 1). from an economic perspective (theories of development, dependence and the “world system”); 2). from a political standpoint (the “world polity” of the neo-institutionalists); and 3). from the sociological perspective (the “global society “ of Niklas Luhmann). Our conclusion is that against both the economistic and the political approaches, Niklas Luhmann offers a less unilateral and more complete theoretical solution by transferring to a higher global level the old concept of societywhose borders have long been overwhelmed.
