En Francia, tanto las políticas patrimoniales como las políticas urbanas se habían regido según dos lógicas distintas. Sólo en los años 1960 con la aprobación de la Ley Malraux sobre sectores protegidos, se adoptó legislativamente la integración de los proyectos patrimoniales. Sin embargo, a partir de la primera mitad del siglo XX, algunas experiencias ya habían sido elaboradas en tal sentido tanto en París como en sus alrededores : en 1910, la Commission du Vieux Paris y un grupo de arquitectos participaron en las discusiones suscitadas en torno a una nueva disciplina, la planificación urbana ; y se buscó la implementación de una política de protección del patrimonio que pudiera integrarse en los proyectos de desarrollo de la ciudad. Dicha tentativa sirvió como modelo para el proyecto de constitución de un “Registre Archéologique et Artistique de Paris et du Département de la Seine” [Registro Arqueológico y Artístico de París y del Departamento del Sena], un inventario arquitectónico y urbano elaborado entre 1916 y 1928 que sirvió de base para el inventario patrimonial del Grand Paris. Este inventario, organizado con la colaboración de arquitectos y de la Commission du Vieux Paris permitió la movilización de diversos actores fundamentales para la evolución y la constitución de políticas urbanas, como también para consolidar los inventarios de la ciudad y la forma en la cual dichos trabajos eran ejecutados.
Abstrakt
In France, patrimonial policies and urban policies have been governed by two separate logics. It was not until the 1960s, with the approval of the Malraux Law on protected sectors that the integration of the heritage dimension in the projects urban planning was enacted from a legislative point of view, however, since the first half of the 20th century, experiments in this direction in Paris and its surroundings. Already in the year 1910, the Commission of Old Paris in the company of architects participated in the reflections on the new discipline of urbanism and then sought to implement a policy of heritage protection that could be integrated into development projects in the city. This attempt served as a model for the constitution project of the “Archaeological and Artistic Registry of Paris and the Department of the Seine”, an architectural and urban inventory developed between 1916 and 1928 that served as the basis for the heritage inventory in Greater Paris. Organized with the collaboration of the architects and the Commission of Old Paris, it allowed the mobilization of diverse actors that helped the evolution and constitution of the urban policies; consolidate the inventories of the city and the way in which these works have been undertaken.
