Resumo
El presente estudio se concentra en el reconocimiento de esfuerzos colectivos que
desarrollan las comunidades para acceder al agua potable con una gestión del recurso hídrico de
forma colectiva, desde una perspectiva incluyente, solidaria y democrática, para así fortalecer los
procesos de identidad cultural y apropiación territorial. En la zona rural de Bogotá se evidencian
los aportes de la gobernanza del agua a partir de la creación de asociaciones de acueductos
comunitarios quienes, mediante la autogestión, permiten captar, almacenar y distribuir agua a la
comunidad para la satisfacción de sus necesidades básicas. La implementación de acueductos
comunitarios comprende dentro de sus objetivos el mejoramiento de las condiciones de vida de
la población rural y fortalecimiento de las formas de vida campesina. Estas formas de
organización comunitaria relacionan el agua como un bien colectivo y público que debe ser
usado de manera eficiente, procurando un acceso igualitario y considerándolo como elemento
fundamental de vida.
Abstract
The present study is focused on the recognition of collective efforts developed by local
communities in order to access to potable water, from the hydric resource management in a
collective form, with an inclusive, solidary and democratic perspective, strengthening cultural
identity and territorial appropriation processes. In the rural area of Bogotá, it is evidenced the
contributions of water governance from the creation of community aqueducts associations, who,
through self-management, enable the capture, storage, and distribution of water for the
community to supply its basic needs. The communitarian aqueducts implementation comprises
within its objectives, the improvement of quality life of rural populations and the strengthening
of peasant ways of life. These forms of communitarian organization relate the water as a
collective and public good, which must be used efficiently, attempting to an egalitarian access,
