El referendo es un medio de reforma constitucional, a su vez es un mecanismo de participación ciudadana, que se ha identificado únicamente con la etapa en la que el pueblo es convocado a las urnas y participa mediante su voto afirmativo o negativo. No obstante, la etapa de la iniciativa al igual que la etapa electoral, comporta e implica la participación ciudadana, siempre y cuando surja de una iniciativa popular, aun así, el trámite para esta iniciativa es dispendioso y desequilibrado si se contrasta con el trámite de la iniciativa gubernamental. Por lo tanto el núcleo del siguiente escrito se ubica en la imperiosa necesidad de la expresión directa del pueblo en asuntos de trascendental importancia.
Abstrakt
The referendum is a means of constitutional reform, in turn is a mechanism for citizen participation that is usually identified only with the stage in which the people are called to the polls and participate through its affirmative or negative vote. However, the stage of the initiative as well as the electoral stage, behaves and involves citizen participation, as long as arising from a popular initiative, yet the process for this initiative is wasteful and unbalanced if contrasted with the process of government initiative. Thus the core of the following letter is located on the urgent need for direct expression of the people in matters of vital importance.
