Housing of social interest and accessibility in Bogotá in the period 2004 - 2015 : an opportunity for transsit oriented developmentResumo
Debido al crecimiento poblacional de la ciudad de Bogotá, se ha originado la construcción de vivienda social con el objetivo de superar el déficit cuantitativo que se presenta. No obstante, esta vivienda no está siendo articulada con otras políticas especialmente con la de transporte masivo, generando condiciones de inaccesibilidad a los atributos urbanos que ofrece la ciudad y por ende creando condiciones inadecuadas de calidad de vida.
La presente investigación bajo una estructura teórica basada en el hábitat, la movilidad y la accesibilidad, el derecho a la ciudad y el desarrollo orientado al transporte, determina las condiciones de accesibilidad de 195 proyectos de vivienda social construidos en la ciudad entre el año 2004 y 2015 y describe la ausencia de relación entre las políticas de vivienda social y de transporte masivo.
Para ello se analiza la accesibilidad de los proyectos de vivienda social respecto al sistema de transporte masivo, respecto a equipamientos colectivos y respecto al tiempo de viaje con motivo “trabajo”.
Estos análisis permitieron determinar las difíciles condiciones de accesibilidad que están presentando los proyectos de vivienda social con los atributos urbanos que ofrece la ciudad que a su vez dieron origen a la proposición general de lineamientos desde el ordenamiento territorial para integrar la vivienda social con el transporte masivo a través del Desarrollo Orientado al Transporte – DOT.
Abstract
Due to the population growth of the city of Bogotá, the construction of social housing has originated with the objective of overcoming the quantitative deficit that arises. However, this house is not being articulated with other policies especially with mass transport, generating conditions of inaccessibility to the urban attributes offered by the city and therefore creating inadequate conditions of quality of life.
The present research under a theoretical structure based on habitat, mobility and accessibility, the right to the city and transit oriented development, determines the accessibility conditions of 195 social housing projects built in the city between 2004 and 2015 and describes the absence of a relationship between social housing and mass transport policies.
For this, the accessibility of social housing projects is analyzed with respect to the mass transport system, with respect to collective equipment and with respect to travel time with “work” motive.
These analyzes made it possible to determine the difficult accessibility conditions that social housing projects are presenting with the urban attributes offered by the city that in turn gave rise to the general proposal of guidelines from the territorial planning to integrate social housing with mass transport through Transit Oriented Development - DOT.
