En la ciudad de Sincelejo, Sucre se logró evidenciar diferentes problemáticas que afectan el Transporte Público Colectivo Urbano (TPCU) y a su operador SIBUS, partiendo de una serie de efectos que impiden su correcto funcionamiento financiero y operativo. En este orden de ideas, se propuso la presente investigación que tiene por objetivo identificar cuáles son los factores que han llevado a que el TPCU este enfrentando una crisis financiera y un funcionamiento deficiente. Para lo cual, se propuso una sistematización de experiencia que permitió recolectar información de tres actores fundamentales como lo son, el secretario de tránsito, el gerente de la empresa SIBUS y el ex gerente de la empresa Metrosabanas S.A.S. Lo anterior permitió evidenciar las características del tránsito del municipio, la matriz DOFA del TPCU y las principales problemáticas que lo afectan. Finalmente se obtuvo como resultados que las problemáticas que afectan el TPCU parten de la deficiencia económica de la empresa SIBUS y una mala relación con el Ente Territorial (ET) que no logro implementar las estrategias correctamente para contrarrestar el mototaxismo presente en la ciudad.
Abstract
In the city of Sincelejo, Sucre, it was possible to demonstrate different problems that affect Urban Collective Public Transport (UCPT) and its operator SIBUS, based on a series of effects that impede its correct financial and operational functioning. In this order of ideas, this research was proposed, which aims to identify what are the factors that have led the TPCU to face a financial crisis and poor functioning. For this, a systematization of experience was proposed that allowed the collection of information from three fundamental actors such as: the transit secretary, the manager of the SIBUS Company and the former manager of the company Metrosabanas S.A.S. The aforementioned allowed to show the characteristics of the traffic of the municipality, the DOFA matrix of the TPCU and the main problems that affect it. Finally, it was obtained as results that the problems that affect the TPCU start from the economic deficiency of the SIBUS Company and a bad relationship with the Territorial Entity (TE) that failed to implement the strategies correctly to counteract the mototaxism present in the city.
