Colombia ha tenido avances significativos en materia de Gobierno Abierto, gracias a la implementación de sus planes de acción, a pesar de los esfuerzos se identifica que la rama judicial tiene una participación muy limitada en esta iniciativa, que no ha permitido que el sistema judicial tenga un acercamiento directo con el ciudadano afectando la credibilidad en las instituciones que administran la justicia. Así las cosas, esta investigación pretende analizar ¿En qué medida la práctica de Gobierno Abierto en la Fiscalía General de la Nación permite el acceso efectivo a la justicia en el periodo 2016-2019 en la ciudad de Bogotá?. La metodología se desarrolla a partir de una evaluación de políticas públicas que permite analizar la gestión de la entidad en 2016- 2019, seguido de esto se caracteriza el gobierno abierto en el modelo de los autores Lee & Kwak. Evidenciando que los resultados que se presentaron en el periodo contribuyeron a obtener avances en temas de transparencia, además de adoptar mecanismos y herramientas tecnológicas que permitieron que se abrieran canales de acceso a la justicia por parte de la entidad. Asimismo se estableció que es indispensable que se trabaje de manera comprometida con los principios de participación y la colaboración en la entidad para aumentar la confianza y permitir que el acceso sea efectivo en la ciudad de Bogotá.
Abstract
Colombia has made important progress in the field of Open Government, thanks to the implementation of its action plans, despite the efforts it is identified that the Judicial Power has a very limited participation in this initiative, which has not allowed the judicial system have a direct stake. rapprochement with the citizen, affecting the credibility of the institutions that administer justice. Thus, this research aims to analyze to what extent the practice of Open Government in the Office of the Attorney General of the Nation allows effective access to justice in the period 2016-2019 in the city of Bogotá. The methodology is developed from an evaluation of public policies that allows analyzing the management of the entity in 2016-2019, followed by this, the open government is characterized in the model of the authors Lee & Kwak. Evidence that the results that were presented in the period contributed to obtaining progress in terms of transparency, in addition to adopting mechanisms and technological tools that allowed the entity to open channels of access to justice. It was also established that it is essential to work in a committed manner with the principles of participation and collaboration in the entity to increase trust and allow access to be effective in the city of Bogotá.
