Se pretende demostrar cómo el discurso de los derechos humanos ha tenido gran relevancia a lo largo del tiempo, sobretodo para la comunidad internacional. Pero es claro cómo se siguen cometiendo la violación de estos. Cuando esto sucede es necesario la intervención de los actores internacionales para la implementación de normas y el cumplimento de estas a nivel global. En este caso se toma la situación de Chile, durante la dictadura y como el accionar de la sociedad civil nacional e internacional jugó un papel importante para la presión, generando el cambio de régimen y la transición a la democracia. No obstante, durante la pos-dictadura, se ve como la sociedad civil pierde su relevancia por la dependencia internacional y falta de apoyo por parte del gobierno, lo que causa el deterioro del apoyo a las poblaciones más vulnerables. Como resultado, se ve una desconexión con el pueblo y con la sociedad civil internacional, lo que provoca más adelante el estallido social que hoy en día se vive en Chile por la poca representación democrática que existe y por la prevalencia del modelo neoliberal. De esta manera, se busca exponer cómo la sociedad civil internacional fue clave para el éxito en el tránsito de la dictadura a la democracia en Chile, pero esta no ha jugado un papel importante frente a la crisis social de 2019-2020.
Abstrakt
It is intended to demonstrate how human rights speech has had great relevance over time, especially for the international community. But it is clear how they continue to be committed.When this happens, the intervention of international actors is necessary for the implementation of rules and the achievement for the global community. In this case the situation of Chile is taken, during the dictatorship and as the action of national and international civil society played an important role generating a regime change and the transition to democracy. However, during the post-dictatorship, it is seen as civil society loses its relevance because of international dependence and lack of support from the government, leading to deteriorating support for the most vulnerable populations. As a result, we see a disconnection with the people and with international civil society, which later causes the social outburst that is now being lived in Chile because of the low democratic representation that exists and the prevalence of the neoliberal model. In this way, it seeks to expose how international civil society was the key to success in the transit from dictatorship to democracy in Chile, but this has not played an important role in the face of the social crisis 2019-2020.
