La movilidad y el transporte público han sido temas de profunda discusión en la agenda pública en la ciudad de Medellín dados los grandes desafíos urbanos que presento la ciudad a finales del siglo XXI y durante el siglo XX, tiempo en el cual la ciudad creció a ritmos acelerados generando problemas de congestión y contaminación ambiental que afectan a ciudadanos y empresas, pero que no han sido solucionados al mismo ritmo por las diferentes administraciones municipales.
Ello sumado a múltiples políticas públicas orientadas al uso de automotores, incremento la presión sobre actores políticos e institucionales para buscar soluciones eficientes a los problemas que enfrenta la ciudad. Una de estas soluciones fue la implementación de la
primera línea de metro en el país, que se extendería progresivamente por toda la ciudad hasta formar el actual sistema metro con el cual cuenta la ciudad.
Para afrontar los desafíos que plantea el siglo XXI en materia de movilidad, la empresa Metro elaboró el plan maestro 2006-2030, en el cual se plantean 26 proyectos que la ciudad debe consolidar y desarrollar en este periodo de tiempo para afrontar la creciente demanda de movilidad y satisfacerla con un completo sistema de transporte público de calidad.
Con base en este plan maestro, en el periodo de gobierno 2012-2015 se propuso sacar adelante uno de los proyectos allí expuestos, lo que daría origen al famoso Tranvía de Ayacucho, un sistema de transporte que no se veía en ninguna ciudad del país desde hace más de 50 años cuando precisamente en Medellín desmantelaron la última línea de tranvía que quedaba en el país.
La adopción de este modo de transporte de gran éxito en otras partes del mundo responde a un trabajo coordinado entre la empresa metro y las administraciones municipales que buscan dar continuidad al plan maestro, un proceso excepcional de agendación y formulación en Colombia donde el uso de automóviles para suplir la demanda de transporte público sigue siendo la norma y donde Medellín es de las pocas excepciones a esta tendencia.
Abstrakt
Mobility and public transport have been topics of deep discussion on the public agenda in the city of Medellín given the great urban challenges that the city presented at the end of the 21st century and during the 20th century, a time in which the city grew accelerated generating problems of congestion and environmental pollution that affect citizens and companies, but which have not been solved at the same rate by the different municipal administrations.
This, added to multiple public policies aimed at the use of automobiles, increased the pressure on political and institutional actors to seek efficient solutions to the problems facing the city. One of these solutions was the implementation of the
first metro line in the country, which would progressively extend throughout the city to form the current metro system that the city has.
To face the challenges posed by the 21st century in terms of mobility, the Metro company drew up the 2006-2030 master plan, which outlines 26 projects that the city must consolidate and develop in this period of time to meet the growing demand for mobility and satisfy it with a complete quality public transport system.
Based on this master plan, in the government period 2012-2015 it was proposed to carry out one of the projects exhibited there, which would give rise to the famous Ayacucho Tram, a transport system that has not been seen in any city in the country since more than 50 years ago when precisely in Medellín they dismantled the last tram line that remained in the country.
The adoption of this highly successful mode of transport in other parts of the world responds to a coordinated work between the metro company and the municipal administrations that seek to give continuity to the master plan, an exceptional agenda setting and formulation process in Colombia where the use of automobiles to supply the demand for public transport continues to be the norm and where Medellín is one of the few exceptions to this trend.
