La cuenca alta del Río Chicamocha como fuente hídrica de alto valor para el departamento de Boyacá representa un aporte ambiental importante para el territorio y un desafío constante en el ejercicio de planificación y articulación de acciones para los diferentes municipios, actores y entidades con incidencia en la cuenca.
En los últimos años han persistido y surgido distintos problemas alrededor de la cuenca que amenazan su protección, conservación y buen manejo; sin embargo, como un punto crítico identificado ha sido la débil armonización de planes y las acciones institucionales aisladas las que han permeado cualquier avance alrededor de la cuenca, agudizando los problemas presentes en la misma.
Por ello, esta investigación soportada en la tipología de práctica basada en diagnóstico identifica, vincula y analiza diferentes categorías necesarias para la armonización tales como la participación de actores, la coordinación entre ellos, el liderazgo, la planificación, los espacios para la toma de decisiones entre otros, con el objetivo de proponer un modelo de gestión territorial integral para la armonización de planes alrededor de la cuenca alta del Río Chicamocha basado en la estructuración de un pacto territorial como alternativa para el departamento y manejo pertinente y articulado de la cuenca.
Abstract
The high watershed of the Chicamocha River as a high-value water source for the department of Boyacá represents an important environmental contribution to the territory and a constant challenge in the exercise of planning and articulation of actions for the different municipalities, actors, and entities with an impact on the watershed.
In recent years, different problems have persisted and arisen around the watershed that threaten its protection, conservation and good management; However, a critical point identified has been the weak harmonization of plans and isolated institutional actions that have permeated any progress around the watershed, exacerbating the problems present in it.
For this reason, this research supported by the typology of practice based on diagnosis identifies, links and analyzes different categories necessary for harmonization such as the participation of actors, coordination between them, leadership, planning,
spaces for decision-making among others, with the objective of proposing a comprehensive territorial management model for the harmonization of plans around the high watershed of the Chicamocha River based on the structuring of a territorial pact as an alternative for the department and pertinent and articulated management of the watershed.
