A finales de la década de los 90, Colombia experimentó la que hasta el momento ha sido la peor crisis económica de su historia. Las reformas estructurales instauradas a comienzos de la década se sumaron a un escenario positivo que había vivido la economía nacional en años anteriores.
Una vez instauradas estas políticas estructurales que guiaron a una apertura económica, el país recibió una cantidad de inversión extranjera sin precedentes. Dicha entrada de capitales ocasionó un incremento en el gasto público y privado, el cual se hizo dependiente de los capitales internacionales y se hizo cada vez más sensible a un choque externo que pudiese reversar dichas inversiones.
Sin embargo, despierta particular interés el papel del sector hipotecario como uno de los principales protagonistas de la crisis. En los años anteriores a la misma, el sistema denominado como “Unidad de Poder Adquisitivo Constante” (UPAC) sufrió una serie de reformas que llevaron a su colapso y consecuente desaparición, marcando la desaparición del sub-sistema financiero que se había creado a su alrededor, en el cual estaban incluidas las Corporaciones de Ahorro y Vivienda (CAV).
Esta investigación se propone realizar una exploración por la crisis de 1999 en Colombia, explorando sus causas, desarrollo y consecuencia de manera generalizada, a la vez que busca una aproximación más detallada al colapso del sistema UPAC y la desaparición de las CAV como una puerta de entrada a la fuerte recesión que sufrió el país no solo en términos nominales sino también en términos reales.
Finalmente, se propone a través de un estudio de caso y mediante la utilización del género periodístico de la crónica, exponer el desarrollo histórico de la CAV Colmena, con el objetivo de materializar a través de un estudio particular el fenómeno general en cuestión, principalmente, la crisis y reestructuración de dichas corporaciones.
Abstrait
In the late 1990s, Colombia experienced what has so far been the worst economic crisis in its history. The structural reforms introduced at the beginning of the decade added to a positive scenario that the national economy had experienced in previous years.
Once these structural policies that led to an economic opening were in place, the country received an unprecedented amount of foreign investment. This inflow of capital caused an increase in public and private spending, which became dependent on international capital and became increasingly sensitive to an external shock that could reverse said investments.
However, the role of the mortgage sector as one of the main protagonists of the crisis is of particular interest. In the years prior to it, the system known as the “Constant Purchasing Power Unit” (UPAC) underwent a series of reforms that led to its collapse and consequent disappearance, marking the disappearance of the financial sub-system that had been created under its control. around, in which the Savings and Housing Corporations (CAV) were included.
This research aims to carry out an exploration of the 1999 crisis in Colombia, exploring its causes, development and consequence in a generalized way, while seeking a more detailed approach to the collapse of the UPAC system and the disappearance of the CAV as a gateway to entry into the strong recession that the country suffered not only in nominal terms but also in real terms.
Finally, it is proposed through a case study and through the use of the journalistic genre of the chronicle, to expose the historical development of the CAV Colmena, with the aim of materializing through a particular study the general phenomenon in question, mainly, the crisis and restructuring of these corporations.
