Se pretende, identificar las diferencias en la forma como los gobiernos de Juan Manuel Santos (2010- 2014 y 2014-2018) e Iván Duque Márquez (2018 - 2022), han abordado el acuerdo de paz, de cara a la Unión Europea, que actuó como garante y verificador del acuerdo. Para ello, se empleará una metodología de investigación cualitativa para analizar los documentos obtenidos durante la investigación previa a este estudio. La principal diferencia encontrada entre el manejo dado por el Gobierno anterior gestor de la firma del acuerdo y el gobierno actual, responsable de su ejecución puede sintetizarse en lo siguiente: el gobierno del ex presidente Juan Manuel Santos, gestó el “Proceso de paz para la terminación del conflicto entre el Gobierno y las FARC-EP” y lo condujo hasta la firma de un acuerdo ratificado mediante procedimientos legales que dieron origen a la Jurisdicción Especial de Paz (JEP). Pero llegado el momento de ejecutar el acuerdo por parte del nuevo gobierno se instauró un cambio de concepción basada en una ideología política diferente a la del gobierno que había suscrito el acuerdo. El Gobierno actual precedido por el Doctor Iván Duque Márquez, no comparte el concepto político ya mencionado y por el contrario, ha tratado de cambiar su enfoque con la introducción de un concepto de “Paz con Legalidad”, que aunque no está en total contravía con el acuerdo es en sustancia diferente políticamente al de La Habana.
Abstrakt
It is intended to identify the differences between the governments of Juan Manuel Santos (2010-2014 and 2014-2018) and Iván Duque Márquez (2018 - 2022), have approached the peace agreement, facing the European Union, which acted as warrantor and verifier of the agreement. A qualitative research methodology will be used to analyze the documents obtained during the research prior to this study. The main difference found between the management given by the previous government that managed the agreement and the current government, responsible for its execution, can be summarized as follows: the government of former president Juan Manuel Santos, managed the "Peace Process for the termination of the conflict between the Government and the FARC-EP” and led to the signing of an agreement ratified through legal procedures that gave rise to the Special Jurisdiction for Peace (JEP). But the time came for the new government to execute the agreement, a change of conception was established based on a political ideology different from that of the government that had signed the agreement. The current Government, preceded by Dr. Iván Duque Márquez, does not share the political concept already mentioned and, on the contrary, has tried to change its approach with the introduction of a concept of "Peace with Legality", which although it is not totally contrary to the agreement is politically different in substance from that of Havana.
