The migration crisis in Bosnia : an analysis of external and internal factors in relation to the securitization and criminalization of migrants in transit countriesResumen
Este trabajo plantea un análisis cualitativo de la situación que se ha presentado en Bosnia y Herzegovina desde 2018, cuando miles de migrantes y refugiados comienzan a entrar a su territorio. Los enfoques utilizados tienen en cuenta los postulados de la Escuela de Copenhague, los estudios sobre la mundialización y la propuesta de la gobernanza multinivel, con el objetivo de identificar aquellos factores externos e internos que inciden en la crisis migratoria.
De esta manera, se busca cuestionar el discurso de las políticas migratorias de la Unión Europea y su materialización en la dinámicas regionales y nacionales, ya que, los principios morales y humanitarios se ven socavados por lógicas de seguridad que promueven la externalización de la gestión a los países de tránsito y afectan la protección de los migrantes.
Así también, a nivel interno, la forma en que las autoridades perciben el tránsito de migrantes, en un escenario de descentralización política y carencia de capacidades financieras y humanas, impide una respuesta coordinada y al largo plazo.
Finalmente, el debate sobre la migración y el refugio, analiza las dificultades del régimen internacional de protección y la necesidad de pensar en mecanismos que garanticen los derechos a toda la población en movimiento.
Abstract
This work presents a qualitative analysis of the situation that has arisen in Bosnia and Herzegovina since 2018, when thousands of migrants and refugees begin to enter its territory. The approaches used take into account the postulates of the Copenhagen School, the studies on globalization and the proposal of multilevel governance, with the aim of identifying those external and internal factors that generate the migration crisis.
In this way, it questions the migration policies of the European Union and its materialization in regional and national dynamics, since moral and humanitarian principles are undermined by security logics that promote the externalization and affect the protection of migrants.
Likewise, at the internal level, the way in which the authorities perceive the transit of migrants, in a scenario of political decentralization and lack of financial and human capacities, prevents a coordinated and long-term response.
Finally, the debate on migration and refuge analyzes the difficulties of the international protection regime and the need to think of mechanisms that guarantee the rights of the entire population on the move.
