From state security to human security: applicability and limitations in the Colombian institutional framework in response to the migratory flow from VenezuelaResumo
En esta investigación se trata de identificar la aplicación, pertinencia y limitaciones del enfoque de la Seguridad Humana (SH), promovido a escala mundial por el Programa de Naciones Unidas para el Desarrollo, en el manejo migratorio que, desde 2011 y bajo el mandato de Migración Colombia, se ha dado a la población migrante venezolana. Con ello se intenta evaluar, con base en el concepto de SH, la respuesta y las lecciones aprendidas en el flujo migratorio venezolano a partir de 2015, recurriendo a herramientas cualitativas como son la investigación documental, la recolección de narrativas con población migrante y su percepción directa frente al accionar de Migración Colombia. El trabajo descansa en análisis del cambio institucional operado en Colombia en 2011 (primera administración de Juan Manuel Santos) y la incidencia que en ello tuvo el concepto de SH. Una hipótesis aquí sostenida es que el cambio institucional (que derivó en un giro doctrinario y normativo) en la política de inmigración en Colombia y que permitió una respuesta acorde a los postulados de la Seguridad Humana de derechos humanos y protección a la dignidad humana, llevó a que el fenómeno migratorio venezolano desbordado tuviese una respuesta coordinada y acorde con la normativa internacional en la materia, dándole una visión positiva y de confianza al accionar de la nueva autoridad migratoria. Para ello se explora el argumento de que la supresión del Departamento Administrativo de Seguridad (DAS) y la creación de la Unidad Administrativa Especial Migración Colombia obedeció no sólo a las presiones tanto internas como externas suscitadas por los diversos escándalos del DAS, sino también a la necesidad de ajustar la institucionalidad a los estándares internacionales de la “seguridad humana” en materia migratoria. Con el término de la Guerra Fría y el cuestionamiento del paradigma realista de la seguridad, se abrió una etapa de renovación tanto teórica como práctica que posibilitó la introducción de enfoques alternativos, provenientes de la Escuela Inglesa y la Escuela de Copenhague, en la agenda internacional. Las visiones solidaristas de la seguridad incorporan temáticas sociales, ambientales o económicas bajo la llamada Teoría de la Securitización. El discurso y enfoque de la SH, acogidos en organismos multilaterales, brindan una lectura del cambio institucional colombiano frente al flujo migratorio venezolano que va más allá de lo coyuntural y se articula a una necesidad normativa internacional.
Abstract
This research attempts to identify the application, relevance and limitations of the Human Security (HS) approach, promoted worldwide by the United Nations Development Programme, in migration management that, since 2011 and under the mandate of Migración Colombia, has been given to the Venezuelan migrant population. This is an attempt to evaluate, based on the SH concept, the response and the lessons learned in the Venezuelan migratory flow from 2015, using qualitative tools such as documentary research, the collection of narratives with the migrant population and their perception. directly against the actions of Migración Colombia. The work rests on an analysis of the institutional change that took place in Colombia in 2011 (first administration of Juan Manuel Santos) and the impact that the HS concept had on it. A hypothesis sustained here is that the institutional change (which led to a doctrinal and normative turn) in the immigration policy in Colombia and that allowed a response in accordance with the postulates of Human Security of human rights and protection of human dignity, led that the overflowing Venezuelan migratory phenomenon had a coordinated response in accordance with international regulations on the matter, giving it a positive and trustworthy vision to the actions of the new migratory authority. For this, the argument is explored that the suppression of the Administrative Department of Security (DAS: for its acronym in Spanish) and the creation of the Special Administrative Unit Migración Colombia was due not only to both internal and external pressures caused by the various DAS scandals, but also to the need to adjust the institutionality to the international standards of the HS in migration matters. With the end of the Cold War and the questioning of the realist paradigm of security, a period of both theoretical and practical renewal began that made it possible to introduce alternative approaches, from the English School and the Copenhagen School, on the international agenda. Solidarity visions of security incorporate social, environmental or economic issues under the so-called Securitization Theory. The discourse and approach of the HS, welcomed by multilateral organizations, provide a reading of the Colombian institutional change in the face of the Venezuelan migratory flow that goes beyond the conjunctural and is articulated to an international normative need.
