Los Objetivos de Desarrollo Sostenible (ODS), buscan erradicar la pobreza, proteger el planeta, garantizar a todos paz y prosperidad, por medio del principio “No dejar a nadie atrás”. La actual pandemia genero retos adicionales para los ODS en los gobiernos, poniendo a prueba sus capacidades para continuar hacia un desarrollo sostenible. La implementación, reporte y seguimiento depende en gran medida de la territorialización de la Agenda 2030, de la definición de indicadores, metas y líneas de base para su monitoreo. Colombia presenta la estrategia para desarrollo de los ODS, en el CONPES 3918 de 2018, aún con importantes desafíos. El Objetivo del estudio fue identificar el avance de los ODS 1, 2, 3, 5, 8, 10, 12 y 17 en la Localidad de Chapinero, Bogotá, en torno a los referentes de seguimiento nacionales y distritales. Metodología. se realizó revisión bibliográfica de Informes a nivel mundial, nacional, distrital y local, junto con entrevistas a referentes de la Alcaldía Local, y elaboración de matrices de seguimiento. Resultados, las acciones desarrolladas son principalmente programas pertenecientes al Plan de Desarrollo Distrital (PDL) que contribuyen a los ODS y un seguimiento a estos con fines presupuestales. Conclusiones. A pesar de contar con Informes de avance de ODS a nivel local en términos presupuestales y un seguimiento de los programas del PDL, es necesario fortalecer los sistemas de información y reporte de indicadores mínimos, donde el ODS 2 y 17 por ejemplo, son los de menor priorización local, dado la dificultad para producir información de calidad.
Abstrait
The Sustainable Development Goals (SDGs) seek to eradicate poverty, protect the planet, guarantee everyone peace and prosperity, through the principle "Leave no one behind". The current pandemic created additional challenges for the SDGs in governments, testing their capacities to continue towards sustainable development. The implementation, reporting and follow-up depend largely on the territorialization of the 2030 Agenda, on the definition of indicators, goals and baselines for its monitoring. Colombia presents the strategy for the development of the SDGs, in the CONPES 3918 of 2018, still with important challenges. The objective of the study was to identify the progress of SDGs 1, 2, 3, 5, 8, 10, 12 and 17 in the town of Chapinero, Bogotá, around the national and district monitoring benchmarks. Methodology. A bibliographical review of Reports at the global, national, district and local levels was carried out, together with interviews with referents of the Local Mayor's Office, and the elaboration of follow-up matrices. Results, the actions developed are mainly programs belonging to the District Development Plan (PDL) that contribute to the SDGs and monitor them for budget purposes. Conclusions. Despite having SDG progress reports at the local level in budgetary terms and a follow-up of PDL programs, it is necessary to strengthen the information and reporting systems of minimum indicators, where SDG 2 and 17, for example, are those of less local prioritization, given the difficulty in producing quality information.
