Resumen
La cuestión de la Objeción de Conciencia (OC) al Servicio Militar Obligatorio (SMO) en Colombia refleja una tensión en el estado actual de las relaciones cívico militares. Un correcto análisis de su situación no pasa por abordar el tema únicamente desde su dimensión normativa, desde el cual como se sabe existe un expreso reconocimiento formal de la figura, sino por intentar dar cuenta del orden de cosas que en nuestro contexto reciente, impiden de manera sistemática un efectivo goce del derecho. El trabajo se enfoca en reconstruir el desarrollo del SMO y la manera en que articulado con otros factores son barrera y límite para la OC.
Abstract
The issue of the Conscientious Objection (OC) to Compulsory Military Service (CMS) in Colombia reflects a strain on the current state of civic-military relations. A proper analysis of this situation does not only entail that the issue be addressed from its normative dimension, from which as we know there is an explicit formal recognition of the figure, but by attempting to explain the order of things which in our recent context, prevent in a systematic manner an effective enjoyment of the right. The work focuses on rebuilding the development of CMS and the manner in which articulated with other factors are limits for the OC.
