Resumen
El presente trabajo se propuso analizar desde una mirada periodística el funcionamiento y efectividad de las leyes de acceso a la información en tres países de América Latina: Chile, México y Colombia. Para ello se realizó un estado del arte y un marco teórico donde se comprenden los conceptos de Leyes de Acceso a la información, filtraciones, periodismo investigativo y filtraciones. En ese sentido, para sustentar de una mejor manera el tema se propuso realizar un reportaje ensayístico en donde se exponen las tres leye$ de acceso a la información en cada uno de los países para así comprender desde sus contextos democráticos cómo se han implementado estas herramientas. Una segunda parte que ilustra a partir de una infografía el acceso a la información. En tercer lugar, se presenta el análisis desde la labor periodística a partir de las voces de-diferentes reporteros entrevistados que le otorgan el carácter riqueza testimonial al trabajo. Además como parte de la metodología se implementó una encuesta para periodistas de diferentes regiones y medios con el fin de saber sobre sus experiencias de acceso a la información y su conocimiento de la ley. Finalmente la investigación permitió llegar a diferentes conclusiones sobre la importancia de las leyes de acceso a la información en América Latina en sociedades democráticas por la fiscalización, la rendición de cuentas y cómo estas legislaciones al mismo tiempo parecen significar un limitante al momento de ejercer el periodismo si no se utilizan o no se aplican de manera correcta. De esta manera, el proyecto que encontrará a continuación es un tanto ambicioso porque no es posible medir del todo la efectividad pero si hacer un balance, un tanto agridulce, de lo que percibe parte del gremio de periodistas sobre el acceso a la información en sus respectivos países. Parte del propósito con este proyecto es generar la experiencia de la desclasificación de documentos y acceso. Por esta razón el trabajo de grado se entrega en una caja de archivo con carpetas separadas para que el lector se atreva a indagar en estos suelos movedizos de información.
Abstract
The present investigation aimed to analyze, from a journalistic view, the operation and effectiveness of laws of access to information in three Latín American countries: Chile, Mexico and Colombia. Based on the concepts of laws on access to information leaks, investigative journalism and understood leaks, the state of art and the theoretical framework were performed. In order to support in a better way this work, a story essay was propase, where the three laws on access to information are discussed in each of the countries in order to understand from their democratic contexts how these tools have been implemented. A second part illustrates an infographie from the access to information in the countries selected. Third, the analysis is presented from the journalistic work from the voices of different interviewed reporters that give testimony to the rich character work. Also as part of the survey methodology was implemented for journalists from different regions and means in order to learn about their experiences of access to information and knowledge of the law. The investigation eventually reach different conclusions about the importance of laws on access to information in Latin America in democratic societies by the audit, accountability and how these laws at the same time seem to mean when a limiting practice journalism if not used or are not applied correctly. In this way, the project you will find below is a bit ambitious because it is not possible to measure the effectiveness of ali, but on balance, somewhat bittersweet, it perceives the guild of journalists on access to information in their countries. Part of the purpose of this project is to generate the experience of the declassification of documents and access. Therefore the degree work is delivered in a file box with separate dares so the reader can experience the interest to look into these folders and get into this granular soils information field.
