Abstract
This work seeks to explain the impact of the Ideology of the Parties in the USA versus other factors in the processes of signature and ratification of IEAs (International Environmental Agreements) as a result of the COP (Conference of the Parties) conferences. This was done by identifying the players in the process according to the model of Graham Allison's Government Policy. It was carried out a characterization and comparison of the ideology of the Parties in the USA in the last years with emphasis on the period between 2008 and 2018, and the analysis of the processes of signature and ratification of the Kyoto Protocol and the Paris Agreements. Qualitative research was implemented using Network Analysis and Documentary Work, with primary and secondary sources, to show how the ideologies of the Democratic Party and the ideologies of the Republican Party are reflected in various spheres. It was found that although the ideology of the majority parties in the United States has a certain level of incidence in the processes of signature and ratification of IEAs resulting from COP conferences, this is not the only factor. It was found that among the influencing factors are the President and his negotiating team, the U.S. Mission to the UN, the lobbying groups and their financing of public office holders and candidates for public office, and the way in which the process of negotiation and signature of the treaty resulting from a COP conference was handled.
