Resumen
En la actualidad se presentan problemas ambientales en diferentes partes del mundo,
generados por la contaminación y el descuidado uso de recursos naturales no renovables.
Esto ha llevado a que en varios sectores se presenten dificultades de habitabilidad por la
falta de acceso a servicios sociales y de infraestructura de acueducto, energía,
alcantarillado, etc. En Colombia, se presentan varios casos con problemas ambientales, uno
de estos se presenta en la Ciénaga Grande de Santa Marta.
La Ciénaga Grande de Santa Marta sufre el estado de abandono y atraso. Esto tiene
relación con los bajos niveles de producción pesquera causados por factores ambientales y
una falta de organización para regular normas que mantengan el ecosistema. Su
localización geográfica los mantiene aislados de los grandes centros, presentando una falta
de infraestructura y de mecanismos que faciliten su habitabilidad.
Nueva Venecia hace parte del municipio de Sitionuevo, y es una de las tres poblaciones
palafiticas que se encuentran dentro del complejo lagunar Ciénaga Grande de Santa Marta.
Desde su inicio fue compuesta por pescadores, convirtiendo la pesca en uno de los
elementos más fundamentales de la historia de este pueblo. Gracias a la llegada de
pescadores es que se constituye y funda Nueva Venecia, y por medio de esta actividad y la
comercialización es que se consiguen una gran parte de los ingresos económicos de los
habitantes. Pero la pesca se ve afectada por las condiciones ambientales. Nueva Venecia
se encuentra ubicada en un complejo de aguas contaminadas que no poseen ninguna clase
de tratamiento. Uno de los factores que contribuyó al deterioro del complejo lagunar, fue la
construcción de las carreteras que comunican a Barranquilla-Cartagena (construida entre
1956-1960) y Palermo-Salamina (construida entre 1960-1970) ocasionando que se
interrumpieran los intercambios de agua dulce y agua salada entre el río Magdalena y el Mar
Caribe. Las desviaciones de los ríos también han contribuido con el deterioro del complejo.
Estas provienen de la Sierra Nevada para ser utilizadas en actividades como la ganadería y
el riego de cultivos industriales de palma de aceite y banano, cuyos contaminantes
agroindustriales, como fertilizantes, fungicidas y plaguicidas desembocan finalmente en la
Ciénaga.
A la vez, dentro de Nueva Venecia no se encuentran lineamientos para el manejo de los
residuos como plásticos, cartones, desechos inorgánicos, etc. Por lo que en su mayoría
terminan en las aguas del complejo lagunar. Esto ha ocasionado que se vaya perdiendo un
interés para mantener el ecosistema (declarado Humedal Ramsar mediante la ley 357 de
1997, reglamentada con el decreto 224 de 1998), pero esto no solo es por la falta de
conciencia ambiental, sino también porque no hay un lugar destinado con la capacidad de
recolección de residuos de la población completa. Actualmente se encuentra un centro de
acopio, administrado por el municipio de Sitionuevo, pero presenta problemas de recolecta
por parte del municipio y de capacidad para la cantidad de residuos, aparte, varios
habitantes afirman no tener conocimiento de la ubicación de este.
Para atacar esta problemática se plantea la regularización del asentamiento por medio de la
estrategia de espacios colectivos con multipropósitos que sirven de infraestructura para el
desarrollo económico pesquero, infraestructura para el cuidado ambiental y el manejo de
residuos a nivel general. A nivel particular se busca abordar el tema de las viviendas, vistas
como conjuntos dado que el tipo de expansión se da es por expansión familiar y servicios de
infraestructura por conjuntos. Para esto se tiene en cuenta la importancia de conservar la
relación hombre – naturaleza a partir de espacios comunitarios que nacen de elementos
nuevos y existentes, para así permitir que se establezcan relaciones en lugares que generen
la reunión de los habitantes de Nueva Venecia, y se establezca una cooperación entre los
mismos para el cuidado y el manejo del entorno natural donde se encuentran.
Todo esto por medio de la identificación de los elementos que conforman el espacio público
en el sector y reconocer el activo que reúne a la población, como lo es el núcleo central
existente donde se concentran dichos elementos; el colegio, el salón comunal, la cancha de
futbol y la iglesia. Junto con la creación de puntos dotacionales propuestos, como un centro
de pesca, en donde se generan actividades propias del lugar; tejidos de atarrayas, talleres
para el arreglo de canoas y elaboración de herramientas para la pesca.
También un centro de manejo de residuos, el cual tiene el área suficiente para la capacidad
de residuos de la comunidad, donde se dan actividades de recolección, clasificación y
reciclaje de basuras, con talleres para la elaboración de contenedores con materiales
reciclables.
A la vez, se tiene como apoyo espacios de conjuntos de unidades que permiten la reunión y
unificación de los habitantes que giren en torno a la educación y recreación, como lugares
en donde se encuentren espacios deportivos, lúdicos, servicios de bienestar como jardines
infantiles, centros médicos y plazas que permitan el encuentro e intercambio de información.
Por otro lado se encuentra el tema de la vivienda, donde se plantea su propio manejo de
residuos y el manejo de aguas servidas.
Abstract
At present, environmental problems arise in different parts of the world, generated by pollution and the neglected use of non renewable natural resources. This has led to housing difficulties in several sectors due to lack of access to social services and water, energy and sewage infrastructure, etc. In Colombia, several cases are presented with environmental problems, one of these is presented in the Ciénaga Grande of Santa Marta. The Ciénaga Grande of Santa Marta suffers from the state of abandonment and backwardness. This relates to low levels of fisheries production caused by environmental factors and a lack of organization to regulate standards that maintain the ecosystem. Their geographic location keeps them isolated from large large centres, with a lack of infrastructure and mechanisms to facilitate their habitability. Nueva Venecia is part of the municipality of Sitionuevo, and is one of three palafic towns within the complex Ciénaga Grande de Santa Marta lagoon. Since its inception it was composed of fishermen, making fishing one of the most fundamental elements in the history of this town. It is thanks to the arrival of fishermen that Nueva Venecia is constituted and founded, and through this activity and marketing is that a large part of the economic income of the inhabitants is obtained. But fishing is affected by environmental conditions. Nueva Venecia is located in a complex of polluted waters that do not possess any kind of of treatment. One of the factors that contributed to the deterioration of the lagoon complex was the construction of the roads that connect Barranquilla-Cartagena (built between 1956-1960) and Palermo-Salamina (built between 1960-1970) causing exchanges of fresh water and salt water between the Magdalena River and the Caribbean Sea to cease. Deviations from rivers have also contributed to the deterioration of the complex. These come from the Sierra Nevada to be used in activities such as livestock farming and the irrigation of industrial oil and banana palm crops, whose agroindustrial pollutants, as fertilizers, fungicides and pesticides finally flow into the swamp. At the same time, within Nueva Venecia there are no guidelines for the management of waste such as plastics, cardboard, inorganic waste, etc. So they mostly end up in the waters of the lagoon complex. This has led to a loss of interest in maintaining the ecosystem (declared Ramsar Wetland by Law 357 of 1997, regulated by Decree 224 of 1998), but this is not only due to lack of environmental awareness, but also because there is no designated place with the capacity to collect waste from the entire population. Currently there is a collection center, managed by the municipality of Sitionuevo, but presents problems of collection by the municipality and of capacity for the amount of waste, Besides, several inhabitants claim to have no knowledge of the location of this. In order to tackle this problem it is proposed the regularization of the settlement through the strategy of collective spaces with multipurposes that serve as infrastructure for the economic development of the fishing industry is envisaged, infrastructure for environmental care and waste management at a general level. At a particular level, the aim is to address the issue of housing, seen as a group, since the type of expansion is given by family expansion and infrastructure services by groups. This takes into account the importance of preserving the relationship of man – nature from community spaces that are born of new and existing elements, in order to allow relations to be established in places that generate the meeting of the inhabitants of Nueva Venecia, and a cooperation between them for the care and management of the natural environment where they are. All this through the identification of the elements that make up the public space in the sector and the recognition of the assets that bring together the population, as is the existing central nucleus where these elements are concentrated; the school, the communal hall, the football field and the church. Together with the creation of proposed endowments points, such as a fishing center, where they generate activities proper to the place; textiles of atarrayas, workshops for the arrangement of canoes and elaboration of tools for the fishing. Also a waste management center, which has sufficient area for the community’s waste capacity, where garbage collection, sorting and recycling activities take place, with workshops care and management of the natural environment where they are.
