Evaluación ejecutiva al Fondo de Ciencia, Tecnología e Innovación - FCTeI del Sistema General de Regalías - SGR

El presente trabajo de grado es una evaluación ejecutiva del Fondo de Ciencia, Tecnología e Innovación (FCTeI) del Sistema General de Regalías. Su fin es aplicar la metodología de Evaluación Ejecutiva que hace parte de las evaluaciones rápidas del Departamento Nacional de Planeación (DNP) y realizar una evaluación rápida del FCTeI para verificar el estado de avance en el cumplimiento de los propósitos del programa y los efectos y resultados intermedios. Para ello, se validó la información oficial del FCTeI, se adelantaron reuniones con actores involucrados para hacer una revisión del diseño del programa, resultados, insumos, manejo operativo, estructura organizacional y actividades de evaluación y control y se trianguló información entre los actores de la Secretaría Técnica del Fondo de Ciencia, Tecnología e Innovación y del OCAD del FCTeI. La revisión de los avances y la operación del FCTeI constituye un insumo fundamental para el cumplimiento de los objetivos y un primer paso para realizar recomendaciones de política pública tanto para el FCTeI como para la metodología de E2 del Departamento Nacional de Planeación.

Abstrakt

This thesis focuses on the executive evaluation of the Science, Technology, and Innovation Fund (FCTeI) of the General Royalty System. Its objective is to apply the methodology of Executive Evaluation that is part of the rapid evaluations of the National Planning Department (DNP) and perform a rapid evaluation of the FCTeI to verify the status of progress in fulfilling the purposes of the program and the effects and results intermediate. Therefore, the FCTeI’s information was verified in each level of program and projects formulation: design, results, inputs, operational management, organizational structure, evaluation and control activities, it also was carried out based on meetings with the Technical Secretariat of the Science, Technology and Innovation Fund and other actors, and triangulation of information between actors of the Technical Secretariat of the Science, Technology and Innovation Fund and the OCAD of FCTeI. The review of the progress and operation of the FCTeI constitutes a fundamental input for the fulfillment of the objectives and a first step to make public policy recommendations for both the FCTeI and the E2 methodology of the National Planning Department.
