The PNIS implementation in coca leaf growers in the Puerto Asís town in PutumayoResumen
Este es un trabajo de investigación que recoge un análisis y un reportaje periodístico sobre la
implementación del PNIS en los cultivadores de hoja de coca del municipio de Puerto Asís, Putumayo.
Se pretendió analizar el efecto social, económico y político que trae la sustitución
voluntaria a este territorio. Por otro lado, se hizo la observación de este fenómeno haciendo
viaje al territorio y entrevistas con los actores principales y los secundarios.
Después de la firma del Acuerdo de Paz, se empezó la implementación de los puntos uno y
cuatro del acuerdo “Reforma Rural Integral” y “Solución al Problema de las Drogas Ilícitas”. En
estos puntos se hace una recopilación de las políticas para mejorar la vida en el campo tan
rezagado por el conflicto armado. Con este acuerdo se crea el Programa Nacional Integral de
Sustitución (PNIS), el cuál será implementado en los territorios más afectados por los cultivos
ilícitos de coca. Este programa tiene un enfoque diferencial de los demás programas de
sustitución que han hecho, pero también tiene dificultades en su implementación.
Putumayo es el segundo departamento con más coca del país, por esta razón está ahora
inscrito en el programa PNIS, con más de nueve municipios. Todo lo anterior bajo la
concertación con las comunidades, Ejército, FARC y Gobierno Nacional. Actualmente el
programa está ralentizado por varios factores económicos y políticos lo que implica que todos
los actores resulten afectados, pues la implementación es una de las formas de cerrar la
brecha entre el campo y la ciudad.
Abstract
This is an investigative work that gathers an analysis and a journalistic report about the Implementation of the PNIS in coca leaf growers in the town of Puerto Asís, Putumayo.
The objective was to analyze the social, economic and political effects of substitution. to this territory. On the other hand, the observation of this phenomenon was made making a trip to the territory and interviews with the main and secondary actors.
After the signing of the Peace Accord, the implementation of points one and two was started. four of the agreement "Integral Rural Reform" and "Solution to the Problem of Illicit Drugs". In these points is made a compilation of policies to improve life in the countryside to lagging in the armed conflict. With this agreement, the Integral National Program of Substitution (PNIS)was created, which will be implemented in the territories most affected by the crops of coca. This program has a differential approach to the other programs of substitution that they have made, but it also has difficulties in its implementation.
Putumayo is the second department with the most coca in the country, enrolled in the PNIS program with more than nine municipalities. All of the above under the concertation with the communities, the Army, FARC, and the National Government. Currently, the program is slowed down by many economic and political factors which implies that all actors are affected, as implementation is one of the ways to close the loophole. the gap between the countryside and the city.
