Participación de la sociedad en la política distrital de vivienda de Bogotá 2012-2016. Análisis desde el enfoque de derechos

El derecho a la vivienda digna y los mecanismos mediante los que es garantizado en Colombia debe centrarse en las familias más pobres, que son a quienes más afecta el déficit. Para atender esta necesidad, se expidió la ley 3 de 1991 mediante la cual se creó el Sistema Nacional de Vivienda de Interés Social en un momento de apertura económica y agotamiento de los Estados de bienestar en el hemisferio occidental. Este trabajo de investigación analiza los alcances del proceso de participación de la sociedad en la formulación de la política distrital de vivienda y hábitat de Bogotá entre 2012 y 2016. Para ello, parte por delimitar la definición del concepto de vivienda digna de acuerdo al enfoque de derechos y a los contenidos y estándares internacionales reconocidos por los organismos de Naciones Unidas; así mismo relaciona la importancia de la acción colectiva de los movimientos sociales con las teorías sobre la participación de la sociedad en el proceso de las políticas públicas, específicamente de las políticas públicas de vivienda

Abstract

The right to housing and the mechanisms through which it is guaranteed in Colombia should focus on the poorest families, who are the ones most affected by the deficit. To meet this need, Law 3 of 1991 was issued through which the National Social Interest Housing System was created at a time of economic opening and exhaustion of welfare states in the Western Hemisphere. This research paper analyzes the scope of the process of participation of society in the formulation of the district housing and habitat policy of Bogotá between 2012 and 2016. To do this, it starts by defining the definition of the concept of decent housing according to the approach of rights and international content and standards recognized by United Nations agencies; Likewise, it relates the importance of the collective action of the social movements with the theories about the participation of society in the process of public policies, specifically public housing policies.
