El papel de México como país de origen, tránsito y destino para los migrantes es fundamental en la dinámica migratoria de la región, donde Estados Unidos mediante la firma de alianzas económicas y la externalización de sus fronteras ejerce una influencia determinante en la toma de decisiones de los países de la zona. Por lo anterior la migración de Guatemaltecos, Hondureños y Salvadoreños es uno de los temas más importantes en la agenda migratoria porque no solo se ha mantenido constante sino que se ha intensificado.
Por lo mismo, el gobierno mexicano ha formulado políticas migratorias que desde la independencia hasta el Programa Especial de Migración del 2011 y el Programa Frontera Sur del 2014, han establecido como una de las principales temáticas la migración
proveniente del Triángulo Norte de Centroamérica (TNC), bajo el discurso de la protección de sus derechos humanos, no obstante en su misma formulación se vincula la seguridad nacional con la migración, dando como resultado políticas restrictivas las cuales pretenden administrar la migración, no son claras en su plan de acción y no dan cabida a la perspectiva transnacional que ha configurado la vida de muchos migrantes del TNC, quienes han construido su vida en función de mejorar la calidad de vida propia y la de sus familiares en su lugar de origen, enfrentándose a los mismos desafíos que implica desplazarse hacia otro
país donde no se les garantizan sus derechos, y se tienen que adaptar a diferentes costumbres, culturas y modos de vida.
Así pues el presente trabajo de investigación tiene como objetivo dilucidar cómo las políticas migratorias enmarcadas en el enfoque securitista, legitiman los abusos de poder de las autoridades migratorias, y cómo están orientadas a remediar la urgencia que para los Estados representa la migración, más no a tratarla como algo propio del sistema capitalista, entendiendo sus causas, y toda la infraestructura social y económica que se erige a su alrededor.
Abstract
Mexico's role as a country of origin, transit and destination for migrants it's essential on the region's migratory dinamics, where the United States through the sign of economic alliances and the externalization of its frontiers exerts a decisive influence over the decision making of the countries of the region. Because of this Guatemalan, Honduran and Salvadoran migration is one of the most important issues in the migration agenda because it has been going up.
Thereof, the Mexican government has developed immigration policies since its independence until Migration Special Program from 2011 and South Frontier Program from 2014, which have established as one of the main subjects immigration stemming from the Northen Triangle of Central America (NTC), under the human rights protection discourse, however when they develop this kind of policies, they are linking national security with migration, resulting in restrictive policies which pretend to manage migration, they're not clear in its course of action and don't acomodate the transnational perspective that have shaped the lives of many immigrants from the NTC, whom have build their lives in terms of improving their life quality and their families on its birth place, as well as the fact they have to face the challenges migration entails when they move to a country where their rights are not protected and they have to a adapt to new costumes, cultures and ways of life.
Hence, this investigation aims to elucidate how immigration policies under the securitist perspective, legitimate abyses of power from migration authorities, and how these are oriented to treat the urgency that migration poses for the States, instead of treating as something that it's from the capital system itself, understanding its causes and all of the social and economic infrastructure that is built around it.
