El fenómeno social de la migración venezolana ha traído consigo múltiples retos a los diferentes gobiernos y poblaciones de los países receptores en los últimos años. Este es el caso de Colombia, Ecuador, Brasil, Perú y Panamá para nombrar solo algunos de los más impactados por dicha migración.
Colombia ha sido elegida como uno de los principales destinos de las familias migrantes venezolanas y algunas familias colombianas que retornan a su país nativo después de haber vivido por décadas en Venezuela. Es tal la magnitud de este fenómeno migratorio, que ha sido la primera y más alta migración en la historia de Colombia. Lo anterior, conlleva un desafío para el estado colombiano, el cual debe acoger a estas familias y velar por el restablecimiento de los derechos de los niños y niñas migrantes. Si bien la responsabilidad y la respuesta a esta crisis recae sobre el estado, este por sí solo no cuenta con las herramientas suficientes para enfrentar las múltiples transformaciones que trae consigo dicho fenómeno, por ello, y teniendo en cuenta que se trata de una crisis humanitaria de gran magnitud, ha sido urgente trabajar en la contención de la misma, es así que se han sumado algunas comunidades de la fe, organizaciones internacionales, como las Organizaciones No Gubernamentales que de forma independiente o en trabajo mancomunado con el estado, quien ha sido representado principalmente por el Ministerio del Interior.
Esta migración ha impactado diferentes ámbitos sociales y a sus actores. Uno de estos tiene que ver con el ámbito educativo y el desarrollo de la infancia dentro del contexto de migración en la que se encuentra. El cual supone una alteración y un cambio a nivel familiar, social y cultural para los niños y niñas migrantes en Colombia. Teniendo en cuenta que esta situación es relativamente reciente en el país, se hace evidente la importancia de conocer que se ha hecho hasta el momento en términos de investigación en este campo. Esto por medio de la revisión de investigaciones previas, estudios e informes, la trayectoria del proceso de recepción y acogimiento de dichas familias migrantes, respecto a las infancias migrantes y al restablecimiento de sus derechos fundamentales en torno al derecho a la educación.
Este trabajo se propone hacer una revisión documental sobre estudios e informes que abordan el impacto de la migración venezolana en diferentes contextos educativos en Colombia. La revisión incluye documentos publicados en el periodo comprendido entre los años 2014 al 2019, periodo auge de tal crisis. Se espera que esta revisión documental permita ampliar la comprensión de la situación de la infancia migrante venezolana en relación con el derecho a la educación.
La selección de los documentos incluye investigaciones en bases de datos académicas, tesis de maestría y doctorado, libros de investigación e informes de investigación de organizaciones gubernamentales y no gubernamentales sobre niños y niñas migrantes en contextos educativos en Colombia entre el año 2014 y el año 2019. Los años se seleccionaron teniendo en cuenta que es el periodo en el que se ha producido una migración masiva de la población venezolana en el territorio colombiano y las categorías que orientaron este análisis.
A partir de los elementos expuestos anteriormente, el presente texto esta estructurado en 6 capítulos. El primero de ellos, es el planteamiento del problema, en el cual se expone de manera detallada el problema a investigar, los objetivos generales y específicos y la pregunta de investigación. De este planteamiento, surgen las tres categorías teóricas que orientaron el rastreo de documentos: infancia, migración infantil y educación para migrantes. En el segundo capítulo, se plantea la pertinencia de este estudio como base para investigaciones futuras y la importancia de este para la reflexión frente al recorrido investigativo que se ha tenido en contextos educativos en cuanto a la inclusión de la migración infantil venezolana en el territorio colombiano. En el tercer capítulo, se presenta el marco teórico que orienta el trabajo y que incluye, a su vez, la conceptualización de las tres categorías estructurales de esta investigación: infancia, migración infantil y educación para migrantes. El cuarto capítulo, contiene el diseño metodológico, el cual es de carácter cualitativo, siendo esta investigación un estado del arte. El quinto capítulo, abarca el análisis y discusión de los diferentes estudios investigativos hallados, los cuales fueron cuidadosamente analizados de acuerdo con las categorías teóricas; Este capítulo se presenta en dos secciones, la primera es el marco normativo concerniente a la atención de migrantes venezolanos, especialmente niños y niñas en necesidad de ejercer su derecho a la educación en Colombia. El análisis de esta sección permitió ampliar el panorama de la problemática. La segunda sección, presenta los estudios investigativos en el contexto colombiano, los cuales son desarrollados en la sección de acuerdo a las categorías teóricas propuestas para el presente estudio. En el sexto capítulo, para finalizar, se encuentra el apartado de las conclusiones generadas a partir del análisis no solo de los documentos investigativos, sino también de las políticas públicas concerniente a la migración infantil y la diversa información documentada en este estudio.
Abstract
The social phenomenon of Venezuelan migration has brought multiple challenges to the different governments and populations of the receiving countries in recent years. This is the case of Colombia, Ecuador, Brazil, Peru and Panama to name just a few of the most impacted by said migration.
Colombia has been chosen as one of the main destinations for Venezuelan migrant families and some Colombian families who return to their native country after living for decades in Venezuela. The magnitude of this migratory phenomenon is such that it has been the first and highest migration in the history of Colombia. This implies a challenge for the Colombian state, which must host these families and ensure the restoration of the rights of migrant children. Although the responsibility and the response to this crisis rests with the state, it alone does not have sufficient tools to face the multiple transformations that this phenomenon brings, therefore, and bearing in mind that it is a humanitarian crisis. of great magnitude, it has been urgent to work in the containment of it, so some faith communities have joined, international organizations, such as Non-Governmental Organizations that independently or in joint work with the state, who have been mainly represented by the Ministry of the Interior.
This migration has impacted different social spheres and their actors. One of these has to do with the educational field and the development of childhood within the context of migration in which it is found. Which supposes an alteration and a change at a family, social and cultural level for migrant children in Colombia. Taking into account that this situation is relatively recent in the country, the importance of knowing what has been done so far in terms of research in this field becomes evident. This through the review of previous research, studies and reports, the trajectory of the reception and fostering process of these migrant families, regarding migrant childhoods and the restoration of their fundamental rights around the right to education.
This work aims to make a documentary review of studies and reports that address the impact of Venezuelan migration in different educational contexts in Colombia. The review includes documents published in the period between 2014 and 2019, the height of this crisis. This documentary review is expected to broaden the understanding of the situation of Venezuelan migrant children in relation to the right to education.
The selection of documents includes research in academic databases, master's and doctoral theses, research books and research reports from governmental and non-governmental organizations on migrant children in educational contexts in Colombia between 2014 and 2019. The years were selected taking into account that it is the period in which there has been a massive migration of the Venezuelan population in the Colombian territory and the categories that guided this analysis.
Based on the elements previously exposed, the present text is structured in 6 chapters. The first of these is the approach to the problem, in which the problem to be investigated, the general and specific objectives and the research question are set out in detail. From this approach, the three theoretical categories that guided the tracking of documents emerge: childhood, child migration and education for migrants. In the second chapter, the relevance of this study is raised as a basis for future research and the importance of this for reflection against the investigative journey that has been taken in educational contexts regarding the inclusion of Venezuelan child migration in Colombian territory . In the third chapter, the theoretical framework that guides the work is presented and that includes, in turn, the conceptualization of the three structural categories of this research: childhood, child migration and education for migrants. The fourth chapter contains the methodological design, which is qualitative in nature, this research being a state of the art. The fifth chapter covers the analysis and discussion of the different research studies found, which were carefully analyzed according to the theoretical categories; This chapter is presented in two sections, the first is the regulatory framework regarding the care of Venezuelan migrants, especially boys and girls in need of exercising their right to education in Colombia. The analysis of this section allowed to broaden the panorama of the problem. The second section presents the research studies in the Colombian context, which are developed in the section according to the theoretical categories proposed for this study. Finally, in the sixth chapter, there is the section of the conclusions generated from the analysis not only of the investigative documents, but also of the public policies concerning child migration and the diverse information documented in this study.
