A Look at the “Strategic Alliances and Dreams Project (AEPS)” within the public management framework in the city of Bogotá 2019 to 2020résumé
Ante la carencia de mecanismos de evaluación de las “Alianzas Estratégicas y Proyectos Sueños AEPS” iniciativa del ICBF, se propone realizar una evaluación de implementación cualitativa desde una perspectiva comparativa entre las modalidades de atención casa universitaria e internado con un grupo de jóvenes que no tuvieron la posibilidad de ser adoptados y cumplieron la mayoría de edad bajo los servicios de protección estatal.
Partiendo del diseño del programa se valora la consistencia y la coherencia de la ejecución de este en relación con el diseño inicial, lo que permite identificar cómo se ha desarrollado el programa, el funcionamiento a partir de los lineamientos planteados y los resultados alcanzados en un momento del tiempo de su ejecución, buscando valorar coherencias y brechas de la realidad de la puesta en marcha frente a las pretensiones iniciales del programa. Desde esta lógica se identifican y caracterizan los componentes, dimensiones, fases del programa, sus interrelaciones, entre otros aspectos.
El objetivo principal de AEPS es promover y generar condiciones para que los niños, niñas, adolescentes y jóvenes tengan acceso a oportunidades para la satisfacción integral de sus derechos. Los resultados muestran la consistencia de algunas variables y los planteamientos iniciales, así como las desviaciones en algunas variables, se evidencia la necesidad de hacer ajustes a los lineamientos y generar nuevas estrategias que respondan a las necesidades de toda la población usuaria.
Abstrait
Due to the lack of evaluation mechanisms for the “Alianzas Estratégicas y Proyectos Sueños AEPS” (or “strategic alliances and dreams projects”) initiative of the ICBF, it is hereby proposed to conduct an evaluation through a qualitative implementation from a comparative perspective between the care modalities of university house and boarding, with a group of young people who did not have the possibility of being adopted and came of age under state protection services.
Starting out from the design of the program, this study evaluates the consistency and coherence of its execution, regarding the initial design, which allows identifying how the program has been developed, its functioning based on the proposed guidelines and the results achieved in a moment of its execution time, seeking to asses its coherence and the gaps from the reality of the enforcement to the initial aspirations of the program. From this logic, this study identifies and characterizes its components, dimensions, phases of the program, its interrelationships, among other aspects.
The main objective of AEPS is to promote and generate proper conditions for children, teenagers and young people to have access to opportunities for the full satisfaction of their rights. The results of this evaluation show fails in the protection and guarantee of their rights to freedom, to have a family and not be separated from it, the right to health, especially mental health and sexual and reproductive health in the female population. In contrast, there is a positive appreciation about the educational component. Some failures were detected in the process for access to the university house, in terms of transparency and equitable information for all young people, there are deficiencies in the coverage. Within the recommendations, this study includes the promotion of rights, freedoms and responsibilities, through the opening of new university houses with full coverage, designing a more transparent process with mechanisms for access to the information, generating strategies that give equal opportunities to the young people who are in different modalities, and homogenizing the care approach.
