European Common Army : a diagnostic approach for the analysis of internal and external threatsResumen
Europa, un continente que ha sido escenario de las más cruentas batallas y crímenes, siempre ha estado dividido por diferencias políticas, económicas e ideológicas, demostrando fragilidad para defenderse ante cualquier amenaza, interna o externa. Por esta razón, es imperativo que Europa consolide un Ejército Común Europeo (ECE) de la mano de todos los países miembros de la Unión Europea (UE) en la actualidad, de esta manera contaría con una capacidad autónoma, coordinada y eficiente que logre dar respuesta a los problemas de seguridad y amenazas que se presentan al interior y exterior del continente, los cuales han mostrado una posición débil, dependiente y poco eficiente para actuar en el Sistema Internacional (SI). Para lograr este análisis, se hará un recuento histórico de los momentos de la UE en términos de seguridad y defensa que consolidan las bases de la propuesta. Sumado a esto, se delimitarán las amenazas internas y externas percibidas por la Unión para poner un Ejército Común en marcha frente a las mismas, así como la base legal y política que la acompaña. Finalmente, se mirarán las convergencias y discrepancias de los países para constituir esta propuesta.
Abstract
Europe, a continent that has been the scene of the most bloody battles and crimes, has always been divided by political, economic and ideological differences, demonstrating fragility to defend itself against any threat, internal or external. For this reason, it is imperative that Europe consolidate a European Common Army (SPE) with all the member countries of the European Union (EU) at present, thus having an autonomous capacity, coordinated and efficient response to security problems and threats within and outside the continent, which have shown a weak, dependent and inefficient position to act in the International System (IS). To achieve this analysis, a historical account will be made of the EU’s moments in terms of security and defence that consolidate the bases of the proposal. In addition to this, the internal and external threats perceived by the Union in order to put a Common Army in motion against them, as well as the legal and political basis that accompanies it, will be delimited. Finally, the convergence and discrepancies of the countries to constitute this proposal will be examined.
