New challenges of the Colombian State in terms of security and defense in the Catatumbo region after the signature of the peace treaty with the FARC guerrillaResumen
Colombia atraviesa actualmente la coyuntura del posconflicto después de la firma y del Acuerdo Final con el proceso de paz firmado en 2016, entre el gobierno de Juan Manuel Santos y las FARC-EP, la guerrilla más antigua del continente. Son muchos los esfuerzos que el Estado colombiano junto con las Fuerzas Militares han elaborado y/o planeado para solventar los nuevos desafíos que el pos conflicto representa. La región del Catatumbo Norte de Santander ha sido históricamente una de las más afectadas por el flagelo del conflicto armado en Colombia. En virtud de esto la presente investigación pretende dar a conocer y entender cuáles son las medidas necesarias que deben y han sido implementadas después del 2016 en esta región.
Por un lado, hay que tener en cuenta que el Catatumbo está caracterizado por ser un territorio estratégico tanto para el Estado como para los Grupos Armados Organizados (GAOS), esto debido al alto porcentaje de terreno donde se encuentran plantaciones de cultivos ilícitos, la alta presencia de actores no estatales al margen de la ley y su clara falta de infraestructura que permite que los GAOS operen y fortalezcan sus capacidades en contra del Estado.
Por otro lado también, existe una clara incidencia del régimen de Nicolás Maduro en la región, lo que demuestra una preocupante falta de soberanía en el territorio. Diversos planes estratégicos y humanitarios han venido desarrollándose en la región por parte de las instituciones del Estado colombiano, como por ejemplo, expandir la presencia de Fuerzas Militares. Esto demuestra entonces cómo las capacidades del Estado colombiano han crecido pero deben seguir fortaleciéndose para enfrentar los nuevos desafíos en términos de seguridad y defensa en la región del Catatumbo; esto permitirá entonces reproducirlas en otras regiones del país afectadas por el conflicto y que deben tener la misma o mayor prioridad.
Abstract
Colombia is going through a post-conflict period after the signing and ratification of the 2016 peace agreement between the Santos government and the FARC-EP. There are many efforts that the State together with the Military Forces have elaborated and/or planned to solve the new challenges that the post-conflict represents. The Catatumbo Norte de Santander region is one of the most affected by the problem of the armed conflict in Colombia. For this reason this work aims to make known and understandable what are the necessary measures that must and have been implemented after 2016 in this region.
The Catatumbo region is characterized by being a strategic territory for both this State and the Organized Armed Forces (GAOS), due to the high percentage of territory where illicit crops plantations are found, the high presence of non-state actors outside the law, and its clear lack of infrastructure that allows GAOS to operate and strengthen their capabilities against the State. Also there is a clear incidence of the Venezuelan regime in the region, which shows a worrying lack of sovereignty in the territory. Various strategic and humanitarian plans have been developed in the region by the State institutions such as the Military Forces. This shows how the capacities of the Colombian State have grown but must continue to be strengthened in order to face the new challenges in terms of security and defense in the Catatumbo region so as to reproduce them in other regions affected by the armed conflict and which must have the same or higher priority.
