El fenómeno de expansión de la ciudad de Cúcuta hacia las zonas periféricas como es característico de las ciudades latinoamericanas llevó a la alteración de ciertos elementos de la estructura ecológica del territorio; en donde el cerro que antes cumplía un papel de limite o barrera, pasa a ser dividido en dos para poder construir una vía que lo atravesara y que comunicara el centro poblacional con los nuevos sectores de urbanización. Dicho proceso trajo consigo la aparición de asentamientos informales en zonas de alto riesgo debido a la falta de control en las formas de ocupación del territorio y a la poca regulación en el régimen de usos del suelo.
Este proyecto pretende recuperar dicho cerro que se encuentra degradado e invadido mediante un proceso de restauración ecosistémica; convirtiéndolo en un parque ecológico. A su vez también quiere atender una situación de vulnerabilidad y riesgo en la que se encuentran familias por vivir en zonas de alta amenaza por fenómenos de remoción en masa. Consiste entonces en un proyecto de renaturalización del cerro afectado por el fenómeno de asentamientos informales y una alternativa de vivienda relacionada directamente con el mismo. Parque ecológico y proyecto de vivienda para el cerro de Atalaya.
Abstrait
The expansion phenomenon of the city of Cúcuta towards the peripheral areas as is characteristic of Latin American cities led to the alteration of certain elements of the ecological structure of the territory; where the hill that previously served as a limit or barrier, becomes divided into two in order to build a road that would cross it and that would communicate the population center with the new sectors of urbanization. This process brought with it the appearance of informal settlements in high-risk areas due to the lack of control in the occupation forms of the territory and the little regulation in the land-use regime.
This project aims to recover said hill that is degraded and invaded through an ecosystem restoration process; turning it into an ecological park. At the same time, it also wants to address a situation of vulnerability and risk in which families are living in areas of high threat due to mass removal phenomena. It then consists of a project to re-naturalize the hill affected by the phenomenon of informal settlements and a housing alternative directly related to it.
