Resumen

La Presidencia de la República creó en 2014 el Centro para la Observar las Dinámicas de la protesta social y promover el Diálogo Social (CEDISCO). De otra parte, el Ministerio de Defensa Nacional creó un espacio para analizar la seguridad y la protesta social exclusivamente relacionada con el sector de hidrocarburos denominado ‘Plan Médula’, durante el 2018 el investigador tuvo la oportunidad de participar como delegado del Ministerio de Defensa Nacional en ambos espacios. En el CEDISCO se observaba la atención institucional a la protesta social y en el segundo la respuesta a la misma desde la perspectiva empresarial. Este trabajo tiene como propósito ayudar a comprender la incidencia de las acciones colectivas de movilización y protesta social en la toma de decisiones a nivel estatal y empresarial y analizar las lógicas que encierran el relacionamiento estado/empresa con el territorio/comunidad. Para ello hace un estudio de la movilización y la protesta social con ocasión de los proyectos hidrocarburíferos en los departamentos de Arauca, Casanare y Putumayo en el periodo 2017-2018, en donde se evidencia que la mayoría de las acciones contestatarias que realizan los actores sociales tienen su origen en un defectuoso modelo de explotación de recursos naturales.

Abstract

The Presidency of the Republic created in 2014 the Center for Observing the Dynamics of Social Protest and promoting Social Dialogue (CEDISCO). On the other hand, the Ministry of National Defense created a space to analyze security and social protest exclusively related to the hydrocarbon sector called 'Plan Médula', during 2018 the researcher had the opportunity to participate as a delegate of the Ministry of National Defense in both spaces. In the CEDISCO the institutional attention to social protest was observed and in the second the response to it from the business perspective. The purpose of this work is to help understand the incidence of collective actions of mobilization and social protest in decision-making at the state and business level and to analyze the logic behind the state / company relationship with the territory / community. To do this, it makes a study of the mobilization and social protest on the occasion of hydrocarbon projects in the departments of Arauca, Casanare and Putumayo in the period 2017-2018, where it is evidenced that most of the protest actions carried out by social actors have their origin in a faulty model of exploitation of natural resources.
