Estudiar la diplomacia de Estados Unidos con respecto a Cuba supone una comprensión amplia de lo que son las Relaciones Internacionales en donde no solo se estudia el rol de los Estados, Organizaciones Internacionales u Organizaciones no Gubernamentales (ONG) sino también de otros actores en el plano internacional como lo son tomadores de decisión, sus características además de las ideas y lineamientos políticos que tengan para definir cualquier tema de diplomacia.
En la actualidad y especialmente con la globalización, es de alta importancia tener presente que la diplomacia es un tema fundamental en la agenda, ya que existe la necesidad entre Estados de fortalecer o todo lo contrario no dar importancia a sus relaciones de manera estratégica frente a la internacionalización, recurriendo a su plan de gobierno condicionado con la política exterior y los objetivos que se quieren lograr.
En consecuencia, el presente texto analiza el factor presidencial y su importancia en la formulación de política exterior además de los lineamientos establecidos por parte del dirigente de Estados Unidos y su visión frente a la relevancia de las relaciones diplomáticas con Cuba.
Abstract
Studying the diplomacy of the United States with respect to Cuba implies a broad understanding of what International Relations is, where not only the role of States, International Organizations or Non-Governmental Organizations (NGOs) is studied, but also of other actors in the field. international as decision makers are, their characteristics as well as the ideas and political guidelines they have to define any subject of diplomacy.
At present and especially with globalization, it is highly important to bear in mind that diplomacy is a fundamental issue on the agenda, since there is a need between States to strengthen or, on the contrary, not give importance to their relations in a strategic way in the face of internationalization, resorting to its government plan conditional on foreign policy and the objectives to be achieved.
Consequently, this text analyzes the presidential factor and its importance in the formulation of foreign policy, in addition to the guidelines established by the United States leader and his vision regarding the relevance of diplomatic relations with Cuba.
