Redesign of IPSE's viabillity process incorporating a technological toolSommario
La estructuración, análisis de viabilidad, financiamiento, implementación y seguimiento de proyectos de solución energética en el Zonas No Interconectadas (ZNI) de Colombia (áreas del país sin acceso a la red nacional de energía eléctrica) es responsabilidad de diferentes actores y / o entidades gubernamentales. El Instituto de Planificación y Promoción de Soluciones Energéticas (IPSE) para las ZNI es una de las entidades encargadas de los procesos de estructuración (en algunos casos) y viabilización, etapas en las que se planifican y evalúan estos proyectos para garantizar una correcta puesta en marcha y su sostenibilidad en el tiempo. Sin embargo, el grupo de autores de la presente tesis, tras realizar un diagnóstico, encontró que la entidad tenía problemas cuando otros actores (como entidades territoriales, proveedores de servicios eléctricos o comunidades indígenas) se encargaban de estructurar y el IPSE de viabilizar. Estos problemas estaban relacionados con el incumplimiento con los requerimientos de los proyectos presentados por los estructuradores y la forma en que el IPSE llevaba a cabo el acompañamiento (actividad de apoyo a los estructuradores). Estos convergieron en un problema central relacionado con la gran cantidad de tiempo total del proceso de viabilización de principio a fin. Esto se traduce en diferentes consecuencias como el incumplimiento de metas institucionales, sobrecostos, pérdida de recursos, entre otros. Por tanto, este proyecto tiene como objetivo rediseñar el proceso de viabilización del IPSE mediante la incorporación de una herramienta tecnológica para dar respuesta a los problemas identificados y, así, abordar el problema central. El rediseño del proceso se ejecutó utilizando una metodología BPM para el rediseño de procesos denominada BPTrends. Esta está compuesta por un conjunto de etapas. En la primera etapa, el objetivo y los roles de las personas involucradas en el proyecto de rediseño fueron definidos. En la segunda, se realizó un diagnóstico del proceso para crear un modelo actual (AS IS) y se identificaron situaciones y limitaciones a la hora de realizar cambios en el mismo. En la tercera, se realizó el diagrama del proceso rediseñado (TO BE) y se definieron indicadores de gestión tanto para el control y seguimiento del proceso como para medir el impacto de la propuesta de rediseño. Este rediseño cumplió con las regulaciones de fondos de financiamiento a los que los proyectos aplican, las limitaciones externas del proceso y responde al problema central. En la cuarta, se evaluaron y compararon un conjunto de herramientas tecnológicas (sistemas BPM) y se incorporó el workflow del rediseño en Flokzu. Posteriormente, para medir el impacto del rediseño, se comparó el proceso actual (AS IS) con el proceso de rediseño (TO BE) a través de una herramienta de simulación llamada Bizagi Modeler, en la cual se simularon ambos procesos para comparar los resultados de los indicadores definidos. Para comparar los indicadores se realizaron pruebas estadísticas y se construyeron intervalos de confianza para la diferencia de medias en los que se obtuvo un aumento en el número de proyectos viabilizados, una reducción en el tiempo promedio de los reprocesos y, como respuesta al problema del trabajo de grado, se logró una reducción del tiempo promedio del proceso de viabilización. El resultado es un proceso rediseñado e incorporado en Flokzu para gestionarlo.
Astratto
The structuring, the analysis of the viability, financing, implementation and monitoring of energy solution projects in the Non-Interconnected Zones (ZNI by its acronym in Spanish) of Colombia (areas of the country without access to the national electricity grid) is the responsibility of different actors and/or government entities. The Institute for Planning and Promotion of Energy Solutions (IPSE by its acronym in Spanish) for ZNI is one of the entities in charge of the structuring processes (in some cases) and viability, stages in which these projects are planned and evaluated in order to guarantee a correct startup and its sustainability over time. However, the group of authors of the present degree work, after carrying out a diagnostic procedure, found that the entity had problems when other actors (such as territorial entities, electricity service providers or indigenous communities) were in charge of structuring and the IPSE of viability. These issues were related to the noncompliance with the requirements of the projects presented by the structuring agents and the way in which the IPSE carried out the accompaniment (activity to support the structuring agents). These converged on a central problem related to the large amount of total time of the process of viability from start to finish. This translates into different consequences such as noncompliance with institutional goals, cost overruns, loss of resources, among others. Therefore, this project aims to redesign the IPSE's viability process by incorporating a technological tool to respond to the problems identified and, thus, to influence the central problem. The redesign of the process was executed using a BPM methodology for process redesign called BPTrends. This is composed by a set of stages. In the first stage, the objective and the roles of the people involved in the redesign project were defined. In the second, a diagnosis of the process was carried out to create a current model (AS IS) of it and the problematic situations and limitations were identified when changes are to be made in it. In the third, the redesigned process diagram (TO BE) was built and management indicators were defined both for the control and monitoring of the process and to measure the impact of the redesign proposal. This redesign satisfied the regulations of the financing fund to which the projects apply, the external limitations of the process and to respond to the central problem. In the fourth, a set of technological tools (BPM systems) were evaluated and compared and the workflow of the redesign was incorporated into Flokzu since that tool was the one that best adapted to the application context. Later on, to measure the impact of the redesign, the current process (AS IS) was compared with the redesign process (TO BE) through a simulation tool called Bizagi Modeler, in which both processes were simulated to compare the results of defined indicators. To compare indicators, statistical tests were carried out and confidence intervals were built for the difference of means in which there was an increase in the number of viable projects, a reduction in the average of rework time and, as a response to the problem of the degree work, a reduction in the average time of the process of viability per project was achieved. The result is a process redesigned and incorporated in Flokzu to manage it.
