Spatial intervention manual : urban integration and sex work in the "Santa Fe" neighborhoodResumen
Existe una necesidad innegable e histórica de mejorar las condiciones de calidad de vida en las estructuras urbanas latinoamericanas; especialmente en las grandes ciudades, y Bogotá no es la excepción. Como seres humanos es inherente a nosotros tener la curiosidad, si no la preocupación, por los otros, en mi caso ese “otro” son las trabajadoras sexuales y la población asociada al comercio sexual que habita la periferia deteriorada del centro de la ciudad. Más allá de tratarse de un problema social que nos afecta a todos, es sencillo notar que esta problemática tiene raíz también en la arquitectura, el espacio y las relaciones urbanas del sector, y la misma normativa vigente.
Al ampliar la mirada para tomar como referentes otras ciudades a nivel global es evidente que el fenómeno por medio del cual el asentamiento de dicha población ocurre en sectores urbanos deteriorados no es único de Bogotá y de hecho se repite comúnmente en las ciudades de Latinoamérica y el sur global. Teniendo en cuenta lo anterior, y la sensibilización con el otro que me genera observar esta situación, decidí remitirme a la teoría urbana del estudio del crecimiento de las ciudades latinoamericanas, particularmente, ya que observando los modelos de desarrollo histórico de estos centros urbanos es posible encontrar similitudes en la evolución espacial y social de estos otros territorios con Bogotá.
El manual de intervención nace como una iniciativa en la que, entendiendo que todas las ciudades son inevitablemente distintas, desde los lugares comunes se puede encontrar un punto de partida desde el que se pueden ajustar distintas estrategias de intervención cuya finalidad sea integrar los sectores urbanos donde se asienta el trabajo sexual y las poblaciones adyacentes a este al resto de la ciudad.
Este afán de integrar al tejido urbano estas estructuras y a estas poblaciones nace de la noción de que, a pesar de que la fragmentación urbana es inevitable por la forma en la que crecieron las ciudades del sur del continente, parte de lo que aporta calidad de vida a los ciudadanos del mundo es tener acceso a la infraestructura urbana suficiente para desarrollar su potencial: vivienda digna, malla vial y sistema de transporte eficiente, acceso a espacio público y dotación de equipamientos suficientes y de buena calidad, salud, educación, ingresos, y seguridad, entre otros. Aunque en Bogotá, hasta en las zonas más privilegiadas a veces no se cubren todas esas variables que garantizan una buena calidad de vida, hay fragmentos urbanos que sufren una situación de inequidad evidente, entre ellos la zona de tolerancia del barrio Santa Fe. En este caso no sólo por la distribución espacial y poblacional misma generada por el crecimiento de la ciudad, sino que es una situación agravada por la norma urbana que excluye y priva a este territorio y a sus habitantes de acceso a bienes y servicios urbanos básicos por el tabú que hay en torno a las actividades y los servicios que se prestan en él.
Al caracterizar el sector teniendo en cuenta variables históricas, normativas, sociales y espaciales, este trabajo de grado toma una postura reglamentarista en torno al trabajo sexual con la finalidad de ofrecer un nuevo abanico de oportunidades y servicios a la población en aras de mejorar su calidad de vida y brindar alternativas que puede que eventualmente terminen decreciendo la actividad sexual del sector para hacerlo parte de su entorno inmediato y cercano sin la connotación negativa que tiene hoy en día. Desde esta postura se proponen distintas estrategias de intervención que tienen como meta principal integrar el territorio al tejido urbano de manera física y virtual por medio de acciones proyectuales ejecutables a nivel arquitectónico y urbano que, siguiendo los lineamientos de investigación del manual y teniendo en cuenta los modelos de crecimiento urbano latinoamericano y las particularidades de cada ciudad podrían, en el largo plazo, tomarse como referentes para hacer una operación similar en otra ciudad de Latinoamérica y así ampliar la cantidad de personas beneficiadas por el estudio desarrollado para este trabajo de grado.
Abstract
There is an undeniable and historical need to improve the people’s quality of life and living conditions in Latin-American urban structures; especially in bigger cities, to which Bogotá is no exception. As human beings it is given, we be curious, if not preoccupied, of others; in my case this “others” are sex workers and the population associated with sex trade that inhabits the deteriorated peripheries of the city center. Beyond it being a social matter that affects each and every one of us, it is easy to see that this problem is deeply rooted in the architecture, space and urban relations of the area, and current urban regulations.
By broadening our gaze to take into account other cities at a global level as references, it is evident that this phenomenon in which the settlement of said population occurs in deteriorated urban areas is not unique to Bogotá; in fact, it is repeated often in several Latin-American cities and other located in the global south. Considering all the above and the sensitization with others that watching this situation generates in me, I decided to refer to the urban theory that studies the growth of Latin-American cities, particularly, since while observing the models of historical development of these urban centers, it is possible to find similarities in the special and social evolution of said territories and Bogotá.
The intervention manual is born as an initiative in which, understanding that all cities are inevitably different, it is possible to find, in their shared characteristics, a starting point from which different intervention strategies -whose purpose is integrating the urban areas where sex work and its adjacent populations to the rest of the city- can be adjusted to each city analyzed under this scope.
This desire to integrate these structures and populations to the urban fabric stems from the notion that, although urban fragmentation is inevitable due to the manner in which cities in Latin America grew, part of what provides quality of life to the citizens of the world is having access to sufficient urban infrastructure to develop their potential: decent housing, efficient roads and transportation systems, access to public space and sufficient and good quality facilities, health, education, income, and security, among others. Although in Bogotá -even in the most privileged areas- sometimes not all these variables that guarantee a good quality of life are covered, there are urban fragments that suffer a situation of evident inequity, among them the red-light district of the "Santa Fe" neighborhood. In this case this is not only due to its social and special distribution, which was generated by the growth of the city itself, but it is a situation aggravated by current urban law, which excludes and deprives this territory and its inhabitants of access to urban goods and services due to the taboo surrounding the activities and services provided in the area.
By characterizing the area considering historical, legal, social, and spatial variables, this thesis takes a regulatory stance on sex work in order to offer a new range of opportunities and services to the population to improve their quality of life and provide alternatives that may eventually end up decreasing sexual activity in the area to make it part of their immediate and close environment without the negative connotation it has today. From this angle, different intervention strategies and a tool box of spatial interventions to the built environment (in terms of residential and public architectural typologies, and a catalogue of urban furniture) are proposed. Their main goal is to integrate the neighborhood to the urban fabric in a physical and virtual way by means of executable project actions at an architectural and urban level that, following the research guidelines of the manual and taking into account the Latin American urban growth models and the particularities of each city, could, in the long term, be taken as referents to make a similar operation in another Latin American city and thus expand the number of people benefited by the study developed for this thesis.
