Colombian maritime security : Nicaragua and Venezuela as the main threats in the Caribbean SeaResumen
El objetivo de esta investigación es estudiar los intereses marítimos colombianos en el Mar Caribe y sus amenazas. Para ello, se analizan los conflictos fronterizos con Venezuela y Nicaragua, con el fin de demostrar que ambos Estados son las principales amenazas para los intereses marítimos colombianos en el Mar Caribe. A fin de lograr esto, se desarrolla un estudio cualitativo de tipo explicativo, donde los estudios de caso y la revisión de bibliografía son los métodos de recolección de datos. Esto permite trabajar los conflictos de manera precisa y obtener descripciones de los intereses que han llevado a los Estados mencionados a reclamar soberanía sobre el Caribe colombiano y evaluar las consecuencias de dichas acciones, para determinar si realmente son una amenaza para Colombia. Asimismo, para evaluar los datos y categorías obtenidas, se usan concepciones de la teoría neorrealista de las relaciones internacionales y geopolítica crítica.
A partir de esto, se obtuvo que Venezuela y Nicaragua son las principales amenazas para los intereses marítimos de Colombia en el Mar Caribe en la medida que son los actores más activos y que han ejercido mayor presión, haciendo uso instrumentos multilaterales y poder marítimo para el reclamo de su soberanía. De igual manera, ambos Estados tienen intereses encontrados con Colombia sobre dicho Mar, que impiden que se alcancen con éxito los intereses marítimos de Colombia, pues obstruyen el cumplimiento de los objetivos derivados de sus intereses y entorpecen su influencia y desempeño, en la medida que los territorios reclamados son ricos en recursos petroleros y estratégicos en materia de comunicación marítima, aspectos esenciales para el desarrollo del poder del Estado.
Abstract
The objective of this research is to study Colombian maritime interests in the Caribbean Sea and their threats. For this purpose, border conflicts with Venezuela and Nicaragua are analyzed in order to demonstrate that both States are the main threats to Colombian maritime interests in the Caribbean Sea. In order to achieve this, a qualitative study of an explanatory type is developed, where case studies and literature review are the methods of data collection. This allows working on the conflicts in a precise manner and obtaining descriptions of the interests that have led the mentioned States to claim sovereignty over the Colombian Caribbean and evaluating the consequences of such actions, to determine if they are really a threat to Colombia. Likewise, to evaluate the data and categories obtained, conceptions of the neorealist theory of international relations and critical geopolitics are used.
From this, it was obtained that Venezuela and Nicaragua are the main threats to Colombia's maritime interests in the Caribbean Sea to the extent that they are the most active actors and have exerted greater pressure, making use of multilateral instruments and maritime power to claim their sovereignty. Likewise, both States have conflicting interests with Colombia on said Sea, which prevent the successful achievement of Colombia's maritime interests, since they obstruct the fulfillment of the objectives derived from their interests and hinder their influence and performance, to the extent that the territories claimed are rich in oil resources and strategic in terms of maritime communication, essential aspects for the development of the State's power.
