Design of a viewer for the analysis of the areas with the highest road accident rate in Bogotá-ColombiaResumen
Los
siniestros viales son una de las principales causas de muerte a nivel mundial y
Bogotá no es la excepción, presentando en el año 2020 un índice de mortalidad
de 4,9 muertes por cada 100.000 habitantes, datos que actualmente no son
fáciles de analizar o visualizar pues no se encuentran procesados con ninguna
herramienta ni disponibles para la comunidad.
Por lo
anterior, el presente proyecto se fundamenta en la elaboración de un visor de
datos espaciales para el análisis de las zonas con mayor siniestralidad vial en
Bogotá, el cual, se diseñó en una herramienta de software abierto para la
visualización de datos, mejorando la presentación de los mismos, lo cual, puede
ser de interés para estudiantes de ingeniería, estudiantes de maestría
de logística y para la Secretaría Distrital de Movilidad, ya que a partir de
esta visualización se puede contribuir a estudios o investigaciones sobre la
siniestralidad vial en Bogotá, obteniendo resultados que permitan tomar
decisiones o acciones de mejora con el fin de lograr la disminución del índice de mortalidad por
siniestralidad vial.
Para ello se
solicitó a la Secretaría Distrital de Movilidad de Bogotá las bases de datos en
Excel con los registros de siniestros viales presentados en el período 2015 a
marzo 2022. Estos datos se trabajaron con el lenguaje de programación Python,
separando los siniestros de cada año por dos categorías de gravedad: con
muertos y sin muertos. Además, se generaron unos archivos GeoJSON con tipo de
geometría point para los cuales se tomó la información georreferenciada de los
siniestros, comprobando su funcionalidad al graficarlos en el software QGIS,
logrando observar cada siniestro como un punto sobre el mapa de Bogotá.
Con esto
graficado, se visualizaron las vías en las que se presentaba mayor aglomeración
de puntos, eligiendo en total 32 vías principales de la ciudad, para las cuales
se tomaron una gran cantidad de puntos georreferenciados desde Google Maps.
Estos datos recolectados se trabajaron en el lenguaje Python generando,
igualmente, unos archivos GeoJSON con tipo de geometría linestring, de los
cuáles se comprobó su funcionalidad al graficar las 32 vías en el software QGIS
como una línea continua.
Con los
GeoJSON de ambos tipos de geometría se aplicó el método del vecino más cercano
(siniestro más cercano) a partir del complemento de QGIS Nearest neighbour join
(NNJoin), el cual, permitió hallar las distancias desde cada punto de los
siniestros a la línea de cada vía. A partir de esto, para realizar la
asignación de cada siniestro cercano a cada vía, se definió que la distancia
entre ambos debía ser menor o igual a 55,5 m y finalmente, los que no quedaron
asignados se dejaron identificados como siniestros ocurridos en vías no
principales.
Con el
proceso anterior se construyó el prototipo final del visor, para el cual se
eligieron las cinco vías encontradas con mayor número de siniestros ocurridos
sobre ellas, adicionando la carrera séptima pues es de interés debido a que
sobre ésta se ubica la Pontificia Universidad Javeriana. Por tanto, este
prototipo permite visualizar el aumento o disminución en número y porcentaje de
siniestros viales con muertos y sin muertos sobre cada vía crítica de la ciudad.
Es decir, que se encuentra diseñado con la información más actualizada. Lo
cual, a futuro permite realizar diagnósticos certeros sobre cuáles son las
causas de que sucedan dichos siniestros en las mismas vías y sobre puntos

el manejo de información de años atípicos por los efectos de la pandemia.
También, no contar con el total de siniestros viales ocurridos en la ciudad
debido a la falta de georreferenciación de algunos de ellos por parte de la
Secretaría Distrital de Movilidad, y por último, la necesidad de especificar
que para la lectura de los archivos GeoJSON en QGIS se deben tener todos los
archivos guardados en una misma carpeta.Sin embargo, el diseño cumple con algunos estándares muy
importantes para un visor geoespacial, utilizando el Sistema Geodésico Mundial
de 1984 (WGS 84) como método de referencia de coordenadas geográficas, y
unidades de grados decimales. De igual manera, que todos los puntos referentes
a los siniestros, así como los que conforman las vías construidas se encuentran
georreferenciados (latitud y longitud).
Para la
implementación, se comprobó la funcionalidad del visor seleccionando una
muestra de 12 personas junto con la participación grupal de los integrantes del
proyecto, cada persona realizó una comparación del diseño propuesto con el
visor disponible en la página de datos abiertos de la Secretaría de Movilidad,
evaluando en una escala de 1 a 5 el cumplimiento de los requerimientos de
diseño necesarios para un visor de datos espaciales. De este proceso, se
encontró que el visor propuesto tuvo una mejor valoración, destacándose en 4 de
los 5 requerimientos: representación o visualización de los datos, el análisis
y procesamiento de datos, opciones de salida de los datos y el fácil
entendimiento del visor.
Abstract
Road accidents are one of the main causes of death worldwide and Bogotá
is not an exception, getting in 2020 a mortality rate of 4,9 deaths per 100.000
inhabitants, data that is currently not easy to analyze or visualize because
they aren’t processed with any tool or available to the community.
Therefore, this project is based on the development of a spatial data
viewer for the analysis of the areas with the highest road accident rates in
Bogotá, which was designed in an open software tool for data visualization.
This could be interesting for engineering students, logistics master's students
and the District Secretary of Mobility, insomuch as from this visualization
it’s possible to contribute to studies or research on road accidents in Bogotá,
obtaining results that allow to take decisions or improvement actions to
achieve a reduction in the mortality rate due to road accidents.
To start with the design, the databases in Excel with the records of
road accidents presented in the period 2015 to March 2022 were requested from
the Bogotá District Mobility Secretariat. These data were worked with the
Python programming language, separating the accidents of each year. by two
categories of severity: with deaths and without deaths. In addition, GeoJSON
files with a geometry point type were generated for which the georeferenced
information of the claims was taken, checking their functionality by plotting
them in the QGIS software, managing to observe each claim as a point on the map
of Bogotá.
With this plotted, the roads in which the highest agglomeration of
points were visualized, choosing a total of 32 main roads in the city, for
which many georeferenced points were taken from Google Maps. These collected
data were worked in the Python language, in addition, generating GeoJSON files
with a geometry type linestring, whose functionality was checked by plotting
the 32 roads in QGIS software as a continuous line.
With the GeoJSON of both types of geometry, the nearest neighbor method
(nearest claim) was applied from the QGIS Nearest Neighbor Join (NNJoin)
complement, which allowed to find the distances from each claim point to the
line of each way. From this, in order to assign each accident close to each
road, it was defined that the distance between them should be less than or
equal to 55,5 m and finally, those that were not assigned were identified as
claims occurring on non-main roads.
From the previous process, the final prototype of the viewer was built,
for which the five roads found with the highest number of accidents that
occurred on them were chosen, the “Carrera Séptima” as case of interest because
the Pontificia Universidad Javeriana is located on it. Therefore, this
prototype allows visualizing the increase or decrease in the number and
percentage of road accidents with fatalities and without fatalities on each
critical road in the city between 2015 to March 2022. In other words, it is
designed with the most updated information. In the future, this will allow for accurate
diagnoses of the causes of these claims occurring on the same roads and at
exact points.

In the design
of the viewer there are some restrictions such as: the handling of information
from atypical years due to the effects of the pandemic. Also, not having the
total number of road accidents occurred in the city due to the lack of
georeferencing of some of them by the District Secretariat of Mobility, and
finally, the need to specify that for reading GeoJSON files in QGIS, all files
must be saved in the same folder.
However, the
design complies with some very important standards for a spatial data viewer,
using the World Geodetic System 1984 (WGS 84) as the geographic coordinate
reference method, and units of decimal degrees. Likewise, all the points
related to the claims, as well as those that make up the constructed roads are
georeferenced (latitude and longitude).
For the
implementation, the functionality of the viewer was verified by selecting a
sample of 12 people together with the group participation of the project
members, each person made a comparison of the proposed design with the viewer
available on the open data page of the Mobility Secretariat, evaluating on a
scale of 1 to 5 the fulfillment of the necessary design requirements for a
spatial data viewer. From this process, it was found that the proposed viewer
had a better evaluation, standing out in 4 of the 5 requirements: data
representation or visualization, data analysis and processing, data output
options and easy understanding of the viewer.
