La firma del Acuerdo Final para la Terminación del Conflicto y la Construcción de una Paz Estable y duradera representa para el país atender una nueva postura del Estado colombiano con respecto a la comprensión del conflicto armado y los medios para superarlo, e implica la construcción de una paz estable y duradera. De modo que, avanzar en la refundación del Estado colombiano por medio del Acuerdo conlleva a pensar en las estrategias para concebir la paz en todo lo ancho y largo del territorio; para suponer la apertura de un nuevo capítulo en la historia del país y para dar continuidad a una fase de transición que finalice los ciclos históricos de violencia y siente las bases de la paz. Esta investigación parte de la pertinencia de valorar la capacidad institucional del OCAD Paz para mostrar cómo las regalías involucran un horizonte de construcción de paz particularmente al resolver cómo el Estado elimina las falencias estructurales históricas que ha tenido en sus intervenciones el Sistema General de Regalías frente a la consolidación de paz y a su vez, la implementación del mandato del AFP desde un verdadero enfoque territorial que no excluya su carácter transformador, reparador y participativo en la implementación de los PDET, específicamente en la zona del Catatumbo.
Abstract
The signing of the Final Agreement for the Termination of the Conflict and the Construction of a Stable and Lasting Peace represents for the country to address a new position of the Colombian State regarding the understanding of the armed conflict and the means to overcome it, and implies the construction of a stable and lasting peace. So, advancing in the refoundation of the Colombian State through the Agreement leads to thinking about strategies to conceive peace throughout the length and breadth of the territory; to suppose the opening of a new chapter in the country's history and to give continuity to a transition phase that ends the historical cycles of violence and lays the foundations for peace. This research is based on the relevance of assessing the institutional capacity of the OCAD Paz to show how royalties involve a horizon of peacebuilding, particularly when solving how the State eliminates the historical structural shortcomings that the General System of Royalties has had in its interventions against the consolidation of peace and, in turn, the implementation of the AFP mandate from a true territorial approach that does not exclude its transformative, restorative and participatory nature in the implementation of the PDET, specifically in the Catatumbo area.
