Philip C. Jessup International Law Moot Court Competition es el concurso de Derecho Internacional más prestigioso del mundo. Nació en 1960, y desde entonces ha sido organizado cada año por la Asociación de Estudiantes de Derecho Internacional (ILSA por sus siglas en inglés). Cada año, estudiantes de Derecho de más de 600 facultades y más de 90 países participan en una simulación de una disputa ficticia entre países ante la Corte Internacional de Justicia (CIJ), el órgano judicial de la Organización de las Naciones Unidas. Cada equipo, compuesto por 4 estudiantes, deben preparar la defensa escrita y oral de dos Estados ficticios que se enfrentan en un litigio hipotético.
Tanto las rondas nacionales como las internacionales son desarrolladas obligatoriamente en el idioma inglés y, debido a las limitaciones generadas por la emergencia sanitaria causada por la COVID-19, en 2021 se cambió el formato de manera excepcional y ambas rondas se llevaron a cabo de manera 100% virtual, lo que permitió la participación de todos los
equipos en las rondas internacionales. En condiciones normales los equipos competían de manera preliminar en rondas nacionales, y el campeón viajaba a Washington D.C., USA, a representar a su país en las rondas globales.
Cada año, ILSA publica un caso hipotético que concierne temáticas actuales y contingentes de Derecho Internacional. Entre diversos asuntos, el problema Jessup de 2021 se refería a una pandemia mundial y las obligaciones y respuestas de los Estados con respecto al brote. También involucró cuestiones sobre la competencia de la CIJ, una solicitud de asilo político y la responsabilidad del Estado por derribar una aeronave civil. De allí que la disputa entre United Republic of Aprepluya y Democratic State of Ranovstayo se denominara “El caso concerniente a la pandemia del J-VID-18”
Abstract
The Philip C. Jessup International Law Moot Court Competition is the most prestigious international law moot court competition in the world. Born in 1960, it has been organized every year since then by the International Law Students Association (ILSA). Each year, law students from over 600 law schools and more than 90 countries participate in a simulation of a fictitious dispute between countries before the International Court of Justice (ICJ), the judicial organ of the United Nations. Each team, composed of 4 students, must prepare the written and oral defense of two fictitious states facing each other in a hypothetical dispute.

Each year, ILSA publishes a hypothetical case that concerns current and contingent issues of international law. Among several issues, the 2021 Jessup problem concerned a global pandemic and the obligations and responses of States with respect to the outbreak. It also involved questions of ICJ jurisdiction, a request for political asylum and State responsibility for shooting down a civilian aircraft. Hence, the dispute between the United Republic of Aprepluya and the Democratic State of Ranovstayo was referred to as "The Case Concerning the J-VID-18 Pandemic."
