Estudio comparativo de tres proyectos de ley para diseñar el sistema para la garantía progresiva del derecho a la alimentación

El punto 1.3.4. del Acuerdo Final para la Terminación del Conflicto y la Construcción de una Paz Estable y Duradera en Colombia, obliga al Gobierno Nacional a implementar un sistema especial para la garantía progresiva del derecho a la alimentación. En ese sentido, algunos miembros del poder ejecutivo y legislativo en sus facultades constitucionales presentaron ante el Congreso de la República algunas iniciativas legislativas que tienen por objeto dar cumplimiento a la implementación de este compromiso. Estas propuestas legislativas que hacen trámite en el Congreso de la República estructurarán este análisis investigativo que se consolida desde una perspectiva comparativa y mediante una revisión detallada de lo que los diferentes actores interesados desean estipular y proponer en la implementación del punto 1.3.4. del Acuerdo de Paz. El diseño de este sistema consagrará la nueva visión de lo que se entenderá por seguridad alimentaria en Colombia los próximos años.

Abstract

The point 1.3.4. of the Final Agreement for the Termination of the Conflict and the Construction of Stable and Lasting Peace in Colombia, obliges the National Government to implement a special system for the progressive guarantee of the right to food. In this sense, some members of the executive and legislative power in their constitutional faculties presented before the Congress of the Republic some legislative initiatives that are intended to comply with the implementation of this commitment. These legislative proposals that are processed in the Congress of the Republic will structure this investigative analysis that is consolidated from a comparative perspective and through a detailed review of what different interested actors wish to stipulate and propose in the implementation of point 1.3.4. of the Peace Agreement. The design of this system will consecrate the new vision of what will be understood by food security in Colombia in the coming years.
