Investigation roadmap design for The Institute for Planning and Promotion of Energy Solutions (IPSE)Resumen
El Instituto de Planificación y Promoción de Soluciones Energéticas (IPSE), desarrolla y diseña soluciones energéticas sostenibles en las zonas rurales o no interconectadas del país, trabajo donde es importante avanzar en procesos de investigación sabiendo que esto facilita la creación, ideación y generación de ideas y proyectos. De acuerdo a esto último, el grupo de autores del presente proyecto de grado realizó la priorización de las diferentes categorías abordadas en las alineaciones de gestión del conocimiento que se apegan al marco del "Modelo Integrado de Gestión y Planeación" (MIPG) donde los autores identificaron la "investigación" como la categoría a mejorar y trabajar. Así, se realizó un proceso de diagnóstico de la condición actual de la organización donde se confirmó que existe la necesidad de pasar por el proceso de investigación y examinar cómo se ha gestionado y cuáles son las debilidades de la misma. Algunas de las que se encontraron son que no tienen un proceso de investigación definido, necesitan más participación en la categoría y finalmente necesitan hacer una formación adecuada para desarrollar un proceso.
Por lo tanto, este proyecto pretende diseñar una ruta de papel de investigación, que funcione como una guía para que la organización aclare hacia dónde enfocar el esfuerzo de investigación, dándoles una herramienta a todos los trabajadores responsables del proceso. Y luego permitir la constitución de alianzas o grupos de trabajo, esto, con el objetivo de alinear el esfuerzo común para responder al esfuerzo de investigación.
Esta ruta de papel fue diseñada de la mano de dos servidores de la entidad del IPSE, dando lugar a talleres semanales donde se realizó un proceso participativo entre los funcionarios y el grupo de autores de este proyecto de grado. Se realizó un mapa de Stakeholders para la categoría "investigación". Se entrevistó a estos Stakeholders, y luego utilizando la herramienta Analytic Hierarchy Process (AHP), se establecieron las líneas de investigación (es decir, aquellos temas que tenían mayor interés para los participantes del proceso) creando un marco para que la entidad enfocara sus esfuerzos en estos temas. Una vez establecidas las líneas de investigación se procedió a la búsqueda de potenciales aliados de investigación de acuerdo a las líneas seleccionadas, para que fueran un socio de investigación ideal para futuros proyectos, este proceso se realizó a través de una búsqueda bibliométrica que arrojó los datos propios de los aliados y sus posibles aportes. Posteriormente, el grupo procede a la última parte para el diseño de la ruta del papel utilizando una de las etapas del Design thinking, una sesión de brainstorming guiada por el método BackCasting que dio como resultado la definición en el horizonte de las líneas de investigación priorizadas. Finalmente, el proceso del diseño termina con la validación del mismo, a través de la calificación del papel realizada por 5 expertos que leen el documento y rellenan un formulario con preguntas precisas sobre el mismo, dándoles la posibilidad de marcar de 1 a 5 para dar una puntuación a cada parámetro. Para concluir, se puede decir que la ruta del papel, es clara y precisa presentando la información de una manera organizada y de buen aspecto, pero más que eso, es innovadora, y va de acuerdo con las necesidades de la entidad, también, puede ser utilizada de una manera adecuada sin mucha dificultad, además, puede ser utilizada para la organización para mejorar y obtener mejores resultados del proceso de investigación, añadiendo rango a los resultados que el IPSE quiere alcanzar.
Abstract
The Institute for Planning and Promotion of Energy Solutions (IPSE), develops and designs energetic sustainable solutions in the rural or non-interconnected zones of the country, job where it’s important to advance on investigation processes knowing that this ease the creation, ideation and generation of ideas and projects. According to the last, the group of authors of the present grade project did the priorization for the different categories approached in the alignments of knowledge management that are attached to the framework of the “Integrated Model of Management and Planning” (MIPG) where the authors identified the “investigation” as the category to improve and work with. Thus, there was a diagnose process for the actual condition of the organization where it was confirmed that exists the necessity to go through the investigation process and examine how´s it’s been managed and what are the weaknesses of it. Some of the ones that were found are that they don’t have a defined investigation process, they need more participation in the category and finally they need to do proper training to develop a process.
Therefore, this project intends to design an investigation paper route, that works as a guide for the organization to clarify where to focus the investigation effort, giving them a tool for all the workers responsible for the process. And then allow the constitution of alliances or workshop groups, this, with the objective of align the common endeavor to respond to the investigation effort.
This paper route was designed by the hand of two servants of the IPSE entity, leading to weekly workshops where a participatory process was carried out between the officials and the group of authors of this degree project. It was made a Stakeholders map for the “investigation” category. These Stakeholders were interviewed, and then using the Analytic Hierarchy Process (AHP) tool, there were established the investigation lines (meaning those topics that had the highest interest for the participants of the process) creating a framework for the entity to focus their efforts into these topics. Once the investigation lines were established the group proceed to search for potential investigation allies according to the selected lines, so they would be an ideal investigation partner for future projects, this process was made through a bibliometric search that gave the proper data of allies and their possible contributions. Afterwards, the group proceed to the last part for the design of the paper route using one of the stages of Design thinking, a brainstorming session guided by the BackCasting method that resulted in the definition on the horizon for the prioritized investigation lines. Eventually, the process of the design ends up with the validation of it, via de qualification of the paper done by 5 experts that read the document and fill a form with precise questions about it, giving them the chance to mark form 1-5 to give a score to each parameter. To conclude, it can be said that que paper route, it’s clear and precise presenting the information in an organized and good looking way, but more than that that, it is innovative, and goes along with the necessities of the entity, also, it can be use in a proper way with no much difficulty, besides, it can be used for the organization to improve and get better results of the investigation process, adding range to the outcomes that IPSE wants to reach.
