The incidence of the cocalero movement in Bolivia's foreign policyResumen
Bajo el gobierno del MAS Bolivia experimentó grandes cambios institucionales, políticos
y sociales. Durante este periodo el movimiento cocalero ha sido un actor relevante en
Bolivia, dado que ha participado en política -especialmente en el partido MAS- y ha
logrado simpatizar con otros sectores de la sociedad, agrupando y exponiendo demandas
comunes y ha logrado defender el uso de la hoja de coca a nivel nacional e internacional.
Además, durante el gobierno del MAS se hizo evidente la defensa de esta en espacios
multilaterales, en los cuales el movimiento cocalero jugó un papel preponderante. A partir
de esta consideración, se analiza este movimiento como actor no estatal en la política
exterior de Bolivia con el fin de explicar su incidencia en diferentes hitos de política
exterior. Lo anterior se realiza mediante distintos aportes conceptuales y teóricos que
permiten analizar la incidencia de actores no estatales en la política exterior y la pugna de
una concepción dominante de lucha contra las drogas y una defensa de la hoja de coca.
