Las realidades a las cuales los municipios en Colombia se enfrentan dan pie a las consecuencias más infortunadas de desigualdad y poca presencia del estado. Desde la arquitectura e intervenciones de los tejidos las sociedades pueden ser transformadas para bien. Las poblaciones en busca de nuevas formas de pensar, intervenciones diferentes y mejorar sus condiciones de vida, hacen que este proyecto se establezca como respuesta a proyecciones nacionales que enfatizan el poder fluvial, y terrestre de Puerto Carreño.
Así mismo el proyecto P-50 sería la última etapa de un macro desarrollo a nivel nacional que promete mucho para la región y la nación. Observando las distintas escalas que promete un desarrollo holístico para impactar en los diferentes puntos ambientales, culturales, sociales y económicos del municipio. Tejidos que hoy en día son escasos y se ven afectados por el verano y las inundaciones comunes del Vichada, temporalidades ajenas a la arquitectura de hoy en día y que se establecen como principal eje de diseño.
El proyecto arquitectónico se establece luego de la proyección del malecón, que va dirigido específicamente al puerto de transporte, uno de los 5 muelles elaborados en la propuesta. Se hace un acercamiento a este espacio pues es el cordón umbilical del desarrollo P-50, proyecto que viene a desarrollarse desde Buenaventura a Puerto Carreño, propuesta que conecta el mar Atlántico y Pacifico por conexiones terrestres y fluviales.
El proyecto busca desarrollar un plan multiescalar que impacta de distintas maneras el municipio, buscando soluciones para distintas heridas de los habitantes y proponiendo flexibilidades al cambio. A partir de distintas condiciones llega el trabajo de grado como un llamado a crear arquitectura consiente, productiva y de generación diferencial en Colombia y sus municipios. Espacios que hoy en día solo sufren de incertidumbre política y falta de voluntad de los habitantes para hacer los proyectos. Sus distintas escalas proponen realidades y tejidos incluyentes que piensan no solo en el factor dinero sino también en la comunidad, la creación de espacios de permanencia y de paso, soluciones a la emergencia y adaptabilidad al cambio. Se vieron identificados distintos tejidos de organización actual que dieron pie al desarrollo de cada uno de los muelles, la pesca, la cultura llanera, la apropiación del espacio por parte de la ilegalidad, las agentes portuarias de productividad, etc.
Con esto, la propuesta pretende apoyar el plan P-50 y dar carácter a este proceso de desarrollo, apropiándose del espacio y dando soluciones acordes al lugar. Desde lo proyectual se desarrolla uno de los muelles, carga, fundamentando el plan de desarrollo de territorio y activación del municipio. En el proceso más macro se evalúan los procesos sociales y de impacto temporal del malecón y sus condiciones de cambio por las olas de invierno y verano. Así mismo, los dispositivos propuestos por todo el malecón dan pie a las nuevas realidades de reactivación cultural (apropiación llanera), las condiciones de la urbe en la zona, la creación de espacios productivos y con vida, la variación por temporadas, etc.
Abstract
The realities that municipalities in Colombia face give rise to the most unfortunate consequences of inequality and little presence of the state. From architecture and fabric interventions, societies can be transformed for the better. Populations in search of new ways of thinking, different interventions and improving their living conditions, make this project established as a response to national projections that emphasize the fluvial and terrestrial power of Puerto Carreño.
Likewise, the P-50 project would be the last stage of a macro development at the national level that promises a lot for the region and the nation. Observing the different scales that a holistic development promises to impact the different environmental, cultural, social and economic points of the municipality. Fabrics that today are scarce and are affected by the summer and the common floods of Vichada, temporalities that are foreign to today's architecture and that are established as the main axis of design.
The architectural project is established after the projection of the boardwalk, which is specifically directed to the transport port, one of the 5 docks elaborated in the proposal. An approach is made to this space since it is the umbilical cord of the P-50 development, a project that is being developed from Buenaventura to Puerto Carreño, a proposal that connects the Atlantic and Pacific seas by land and river connections.
The project seeks to develop a multi-scale plan that impacts the municipality in different ways, seeking solutions for different injuries of the inhabitants and proposing flexibilities for change. From different conditions comes the degree work as a call to create conscious, productive and differential generation architecture in Colombia and its municipalities. Spaces that today only suffer from political uncertainty and lack of will of the inhabitants to carry out the projects. Its different scales propose inclusive realities and fabrics that think not only about the money factor but also about the community, the creation of spaces for permanence and passage, solutions to emergencies and adaptability to change. Different fabrics of current organization were identified that gave rise to the development of each of the docks, fishing, the llanera culture, the appropriation of space by illegality, port productivity agents, etc.
With this, the proposal intends to support the P-50 plan and give character to this development process, appropriating the space and providing solutions according to the place. From the projectual point of view, one of the loading docks is developed, basing the territory development plan and activation of the municipality. In the most macro process, the social processes and temporary impact of the boardwalk and its conditions of change due to winter and summer waves are evaluated. Likewise, the devices proposed throughout the boardwalk give rise to the new realities of cultural reactivation (plains appropriation), the conditions of the city in the area, the creation of productive and living spaces, the variation by seasons, etc.
