La Inteligencia Artificial (IA) es un importante activo estratégico que cada vez atrae más la atención de gobiernos, organizaciones y empresas en todo el mundo. Sin embargo, con frecuencia su uso acarrea resultados que son desconocidos para los gobiernos y que pueden incluso ser perjudiciales para las personas. Por ello, a nivel Internacional han surgido diversos discursos en torno a la forma en que se debe normar la IA para que esta aumente la productividad y seguridad de los Estados y no vaya en detrimento de los derechos de sus ciudadanos. Sin embargo, en la actualidad no existe alguna normativa que regule la IA, aunque Estados y organizaciones internacionales han trabajado para regularla. Colombia es uno de los países que se encuentra en ese proceso, por ello, el objetivo de este documento es revisar la forma en que los discursos oficiales de la UNESCO, la Unión Europea, la OEA, la OCDE y Estados Unidos sobre regulación de la Inteligencia Artificial han influido en el discurso sobre su regulación en Colombia.
Abstrait
Artificial Intelligence (AI) is an important strategic asset that is attracting more and more attention from governments, organizations and companies around the world. However, their use often leads to results that are unknown to governments and may even be harmful to individuals. For this reason, at the international level, various discourses have emerged around the way in which AI should be regulated so that it increases the productivity and security of States and does not detract the rights of its citizens. However, currently there is no regulation on AI, although States and international organizations have worked to regulate it. Colombia is one of the countries that is in this process, therefore, the objective of this document is to review the way in which the official discourses of UNESCO, the European Union, the OAS, the OECD and the United States on the regulation of Artificial Intelligence have influenced the discourse on its regulation in Colombia.
