Transitory migration in the Darien gap in the framework of Covid-19: An analysis of the effect of transregional migration governance on the state response

Resumen

La presente investigación se enmarca en la crisis migratoria que se generó en el corredor migratorio del Tapón del Darién en el año 2021 bajo la pandemia por COVID-19. La mayoría de flujos migratorios que se dan en la zona son transitorios y se caracterizan por aglomerar diferentes nacionalidades que tienen como objetivo en común llegar al norte del continente. Adicionalmente, la zona se caracteriza por tener una presencia diferencial del Estado, lo que permite el surgimiento de distintas problemáticas que hacen aún más relevante abordar la migración transitoria en el Tapón del Darién. En consecuencia, al ver la respuesta que dieron los Estados involucrados frente al problema, este trabajo se pregunta por cómo el desarrollo de una gobernanza migratoria transregional podría contribuir a que la respuesta estatal sea más eficaz y pertinente frente a la población en condición de migración teniendo en cuenta las características de esta y los escenarios de crisis.

Abstract

The present investigation is part of the migratory crisis that was generated in the Darién Gap migration corridor in 2021 under the pandemic by COVID-19. Most of the migratory flows that occur in the area are transitory and are characterized by bringing together different nationalities that have as a common objective to reach the north of the continent. Additionally, the area is characterized by having a differential presence of State, which allows the emergence of different problems that make it even more relevant to address transitory migration in the Darien Gap. Consequently, upon seeing the response given by the States involved faced with the problem, this investigation questions about how the development of a transregional migration governance could contribute to making the state response more effective and relevant to the transitory migrants, taking into account the characteristics of them and the crisis scenarios.
