El megaproyecto de la Franja y la Ruta podría ser considerado como la iniciativa de infraestructura más importante de la historia moderna; desde el punto de vista de las relaciones internacionales, que de forma bilateral establece lazos de cooperación con todos los países del mundo. Este escenario representa desafíos para el Sistema Internacional, el cual experimenta una reconfiguración ante la emergencia de China y el declive de los mecanismos multilaterales. En este contexto, la presente investigación busca identificar a partir de la experiencia de las relaciones bilaterales con Myanmar y Camboya algunas perspectivas de avance y reto de esta iniciativa. Por lo cual se plantea la siguiente pregunta de investigación: ¿Cuáles son los efectos en las relaciones bilaterales y comerciales de China con Myanmar y Camboya de la implementación de los proyectos de infraestructura en el marco de la iniciativa de la Franja y la Ruta en el período de 2015 a 2020? Para abordar la
pregunta de investigación, se propone el siguiente objetivo general: analizar las relaciones bilaterales y comerciales de China con Camboya y Myanmar de los proyectos de infraestructura realizados de la Franja y la Ruta del año 2015 al 2020. A partir de este objetivo general, se plantean tres objetivos específicos para mayor profundidad de la investigación: en primer lugar, describir el recorrido histórico del proyecto de la Franja y la Ruta de China y la nueva Ruta Marítima en el marco que tiene el puerto de Sihanoukville de Camboya y el de Kyaukpyu de Myanmar para China en el Sudeste de Asia; el segundo objetivo es identificar cómo han sido las relaciones bilaterales y comerciales entre China con Camboya y Myanmar; y por último, el tercer objetivo es establecer los efectos de las relaciones bilaterales y comerciales de China con Camboya y Myanmar de la
implementación de los proyectos de infraestructura de la Franja y la Ruta en el período de 2015 a 2020.
Abstract
The Belt and Road megaproject could be considered the most important infrastructure initiative in modern history; from the point of view of international relations, which bilaterally establishes ties of cooperation with all countries in the world. This scenario represents challenges for the International System, which is experiencing a reconfiguration in the face of the emergence of China and the decline of multilateral mechanisms. In this context, this research seeks to identify, based on the experience of bilateral relations with Myanmar and Cambodia, some perspectives for progress and challenges for this initiative. Therefore, the following research question is posed: What are the effects on China's bilateral and commercial relations with Myanmar and Cambodia of the implementation of infrastructure projects within the framework of the Belt and Road initiative in the period from 2015 to 2020? To connect the research question, the following general objective is proposed: to analyze the bilateral and commercial relations of China with Cambodia and Myanmar of the infrastructure projects carried out on the Belt and Road from 2015 to 2020. Based on this general objective, three specific objectives are proposed for greater depth of the research: first, describe the historical trajectory of the Belt and Road project of China and the new Maritime Route in the framework of the port of Sihanoukville from Cambodia and Kyaukpyu from Myanmar for China in Southeast Asia; The second objective is to identify what the bilateral and commercial relations between China and Cambodia and Myanmar have been like; and finally, the third objective is to establish the effects on China's bilateral and trade relations with Cambodia and Myanmar of the implementation of the Belt and Road infrastructure projects in the period from 2015 to 2020.
