El presente documento es un memorial presentado por el equipo que representó a la Pontificia Universidad Javeriana en el marco de la primera edición del Concurso Universitario JEP 2023. El señor Over Astudillo alias "Kabum", presuntamente participó, como miembro de "Las FARC" en tres atentados en el contexto del conflicto armado (Caso Hotel, Caso Puente y Caso CAI) y está siendo investigado penalmente por ello. En el contexto del acuerdo de paz y la ley 1820 de 2024, el equipo de la Pontifica Universidad Javeriana tuvo la misión estructurar y sustentar la solicitud del señor Over Astudillo ante la Jurisdcción Especial para la Paz para que se le amnistiaran todos los delitos por los cuales se le estaba investigado y así se pudiera reintegrar a la vida civil.
Abstract
This document is a memorial that was presented by the Pontificia Universidad Javeriana team in the first edition of the "Concurso Universitario JEP 2023". Mr Over Astudillo also know as "Kabum", allegedly participated, as member of "Las Farc" in three attacks on the context of the armed conflict (Caso hotel, Caso Puente y Caso CAI) and is under criminal investigation for that. In the context of the peace agreement and the law 1820 de 2024, the team of the Pontificia Universidad Javeriana had the mission of structuring and sustaing the request of Mr. Over Astudillo at the "Jurisdicción Especial para la Paz" to be amnestied for all of the crimes for which he was being investigated so he could be reintegrated into civilian life.
