Analysis of public policy discourse for the reception, inclusion and development of the new Bogotanos. An approach from the narratives of the global migration regime

Resumen

Analizar las políticas públicas migratorias y entenderlas como un objeto de estudio que está inserto en las estructuras de poder resulta importante para comprender cómo desde el discurso las personas migrantes son representadas y cómo, históricamente, son los Estados quienes entorno a sus intereses han construido las categorías para entender las migraciones. En ese sentido, esta investigación tiene por objetivo identificar los discursos que se presentan sobre la migración en la formulación de la política pública para la Acogida, Inclusión y Desarrollo de los Nuevos Bogotan@s para entender cómo fue construida esta respuesta institucional. Así, se revela que el estereotipo del peligro del migrante regular que se ha construido alrededor del migrante venezolano ha sido una narrativa promovida y reforzada por el Distrito desde que demuestra que la regularización del estatus del migrante no solo es condición necesaria para la inclusión y desarrollo, sino la forma de reducir la amenaza del migrante irregular. Es el mismo Estado el que diseña los filtros para dejar a algunos por “dentro” y otros por “fuera”, pues en sus manos también está construir los imaginarios o representaciones que se tiene del migrante. Pero como lo que le interesa es proteger a sus residentes (bogotanos, no “nuevos bogot@nos”) y a sus instituciones, lo que le resulta más útil es conservar una narrativa de que la migración es un reto, un desafío o una amenaza a la seguridad que debe ser “controlada” o “contenida”.

Abstract

Analyzing migration public policies and understanding them as an object of study that is embedded in power structures is important to understand how migrants are represented in the discourse and how, historically, it is the States that have constructed the categories to understand migrations around their interests. In this sense, this research aims to identify the discourses on migration in formulating the public policy for the Reception, Inclusion, and Development of the New Bogotan@s to understand how this institutional response was constructed. Thus, it is revealed that the stereotype of the danger of the regular migrant that has been built around the Venezuelan migrant has been a narrative promoted and reinforced by the District since it shows that the regularization of the migrant's status is not only a necessary condition for inclusion and development but also the way to reduce the threat of the irregular migrant. The State designs the filters to leave some “inside” and others “outside”, since it is also in its hands to construct the imaginaries or representations of the migrant. But since it is interested in protecting its residents (bogotanos, not “new bogot@nos”) and its institutions, what is most useful is to preserve a narrative that migration is a challenge, a challenge or a threat to security that must be “controlled” or “contained”.
