El presente trabajo busca examinar la transformación y construcción del concepto o mito político del “excepcionalismo nortamericano” como producto socio-cultural de la idiosincracia estadounidense alrededor del cual estrategias y políticas anti-terrorismo se han desarrollado e implementado en la región de Medio Oriente por medio de una declaración de estado oficial de “Guerra contra el Terror” desde 2001. El argumento principal se basa en afirmar que el ejercicio de creación y recreación del enemigo siempre ha formado parte del quehacer estratégico y discursivo del gobierno estadounidense, y ahora, en pleno Siglo XXI, la trascendencia del fenómeno terrorista se ha intensificado debido a que este actor continua planteando enormes desafíos para la seguridad estadounidense y la estabilidad global y se constituye como una organización descentralizada de largo alcance con modalidades de acción que se escapan del control de los Estados, sin previsibilidad en sus ataques, sin precisión absoluta respecto a sus sedes de operación y sin un distintivo de combate internacional reconocido jurídicamente. La causa de la lucha y su esencia ha continuado intacta, lo cual ha obligado a potencias como Estados Unidos a acudir a estrategias de lucha no-convencionales (soft power, promoción de institucionalidad occidental, refuerzos económicos, cooperación multilateral) para lograr una avance al interior del mundo árabe-musulmán y reforzar los impactos de contención de la amenaza. La investigación apunta a identificar y caracterizar las sucesivas estrategias de seguridad a partir del establecimiento del nuevo orden mundial, y partiendo desde la óptica constructivista para introducir al lector respecto a las motivaciones e intereses que se estaban germinando en el plano internacional las cuales bajo la visión estadounidense lo obligaron a actuar. Finalmente, se concluye la investigación atribuyendo un carácter especial a este concepto de "excepcionalismo norteamericano" (de cuarta generación) el cual ha venido transformándose con el trascurso de los años, y así se busca generar un aporte académico a la disciplina de las Relaciones Internacionales.
Abstrait
The present investigation seeks to examine the transformation and construction of the concept or political myth of “American exceptionalism" as a socio-cultural product of the American idiosyncrasy and from which anti-terrorism strategies and policies have been developed and implemented in the region of the Middle East through the declaration of an official state of "War on Terror" since 2001. The main argument is based on affirming that the exercise of creation and recreation of the enemy has always been a part of the strategic and discursive task of the US government, and nowadays, in the midst of the XXI Century, the transcendence of the terrorist phenomenon has intensified because this actor continues posing enormoues challenges to US national security and global stability in a major scale, and it is constituted as a long-range decentralized organization with modalities of action that escape the control of States, without predictability in its attacks, without an accurate location regarding its headquarters of operation and without a distinctive badge of combat internationally recognized by law. The cause of the struggle and its essence has remained intact, which has forced powers like the United States to resort to unconventional strategies of struggle (soft power, promotion of Western institutions, economic reinforcements, multilateral cooperation) to achieve an advance of the Arab-Muslim world and reinforce the impacts of containment of the threat. The research aims to identify and characterize the successive security strategies from the constructivist perspective to introduce the reader into the motivations and interests that were germinating within the international system and which under the American worldview forced it to act. Finally, the research concludes by attributing a special character to this concept of "American exceptionalism" (fourth generation), which has been transformed over the years and thus generate a new concept and an academic contribution to the International Relations discipline.
