El trabajo de grado hace un análisis al modelo de toma de decisiones de Graham Allison con respecto a la firma del tratado de libre comercio entre Colombia y Estados Unidos. Al analizar los tres modelos que describe el autor, se selecciona el tercero – gubernamental o burocrático – y se acogen las preguntas rectoras para llevar a cabo dicho trabajo. En el primer capítulo se identifican los actores y sus posiciones en el proceso de las negociaciones, identificando quienes fueron a los jefes, quienes estarían conformados por el presidente del país y su respectivo gabinete; los miembros del equipo de negociación, compuestos por los auxiliares directos de cada uno de los jefes; los indios, que son aquellos que poseen cargos políticos y funcionarios de gobierno permanentes dentro de cada uno de los departamentos; y los jugadores ad hoc, que vendrían siendo la prensa, grupos de interés más importantes y los posibles sustitutos de cada cargo. Seguido a esto, se identifica la influencia relativa de los actores en el segundo capítulo y finalmente se establece la manera en la que se combinan las posturas, influencias y movimientos de los integrantes en las negociaciones ente Colombia y Estados Unidos
Abstrakt
The degree work analyzes the decision-making model of Graham Allison regarding the signing of the free trade agreement between Colombia and the United States. When analyzing the three models that the author describes, the third one is selected - governmental or bureaucratical model - and the guiding questions are used to carry out this work. In the first chapter, the actors and their positions in the negotiation process are identified; the bosses, who would be made up of the president of the country and his respective cabinet; the members of the negotiation team, composed of the direct assistants of each of the heads; the Indians, who are those who hold political offices and permanent government officials within each of the departments; and the ad hoc players, who would be the press, the most important interest groups and the possible substitutes for each position. Following this, the relative influence of the actors in the second chapter is identified and finally the way in which the positions, influences and movements of the members in the negotiations between Colombia and the United States are combined.
